Housing is where people make their stand, and their natural place. It is also one of the prime requisites for human life. Most people who have secured a decent, secure house for their own could make a sense of comfort, connection, security Housing is also an important guarantee for social stability. With the economic development of our country and the accelerating steps of urbanization, the demand for housing is more and more serious. But with the high prices comes the contradiction between supply and demand. If this problem not been solved well, will seriously impact our economic growth and the social harmony. To solve the problem, the central government expanded indemnificatory housing's construction. It is now reported to our country planning to build 36 000 000 houses by Ministry of Construction of urban and rural housing and urban development. At the end of "Shier Wu", indemnificatory housing of cities and towns nationwide coverage rate will reach from the current 7%~8% to more than 20%. This can essentially resolve the basic housing problem for lower income families who are difficult to afford the housing cost. Be faced with great bulk task to build houses, solve capital inadequacy to already become crucial issue. At present our indemnificatory housing finance has always been dominated by the government, with related problems like that the resource of the capital is single, the total capital is inadequate. How to innovate indemnificatory housing financing channels, become a hot research area for the government and the relevant experts.In recent years, private enterprises have been developing rapidly, They have not only well-funded, but also accumulated experiences in both technology and management. And the most important is, they have strong desires to investment. If could put private financial assets into indemnificatory housing finance, not only the financing problem mentioned above can be solved, but civilian capital can expand financing channels. This thesis is designed to study this field and explore the BOT patterns to the financing problem.The first part. Generally described. The research background and significance, analysis of the research situation.define the object of this study and related concepts, research papers to determine the ideas. And analytical the framework.Then the paper pointed out the lack of innovations.The second part is about the present situation of our country's security room. Firstly, it expounds the development history of the security room, and then analyzes the supply and demand situation. At last, it elaborates the present financing problems of our country's security room from several aspects. Secondly, it analyzes the supply and demand situation of the security room. In this part, the paper introduces the main supply way of the guarantee room at first. including the government directly built a house, provide subsidies to developers and give subsidies directly. Then it introduces the supply and demand situation of the security room. And it also elaborates the significant meaning of increasing the supply of the room from the macroeconomic situation, the supply structure of houses and the urbanization process aspects respectively. After this, it puts forward the present financing problems of our country's security room from several aspects. From this, it not only points out the contradiction between The huge demand for security room and the seriously lag behind of financing, but also expounds the starting point of this paper. By introducing the BOT mode we can changes the financing problems of the security room, provide more security rooms and complete the national deployment strategy.In the third part. this paper introduces the running mechanism about the construction of security room by BOT mode. It focuses of the analyses the superiority and feasibility of the construction of security room by BOT mode. Then the paper discusses the process and possible problems in using BOT mode to build security room from the point of view of the project operation. They are national policy support. possess the experience of the successful of BOT operation, the high level of government credit which in favor of attracting private capital to cooperate with the government, the BOT model can relatively guarantee the gains and safety of the participate capital and the local government financial difficulties.Then the paper discusses the process and possible problems in using BOT mode to build security room from the point of view of the project operation.The last part is about the existing problems and the measurements we should take about the security room built by BOT mode. It analyses the main problems of building security room by BOT mode and proposes the solutions. including clear the property ownership of the security room. Use a certain proportion of transfer fees as subsidies, determine the charter period and the financial structure flexibly.
