Since new economic geography introduced the spatial dimension into industrial agglomeration, it makes industrial agglomeration theory have a perfect theoretical basis by discussing the emergence and evolution of agglomeration with Transportation costs and economies of scale. As producer service agglomeration is more and more obvious, Scholars pay their attentions from manufacturing agglomeration to agglomeration of producer service. Agglomeration theory in new economic geography is mainly aimed at manufacturing, and because the characteristics of producer services are different from manufacturing,we must improvement this theory to apply to the producer service. Producer service provide middle products for industry, the relationship between producer service and manufacturing determines that whether seeing producer service as a service sector in manufacturing or outsourcing service sector out of manufacturing, producer service can be introduced into manufacturing production functions. This paper based on the relationship between producer service and manufacturing, aimed at the leading role of manufacturing to producer service, analyzed the cluster relationships between each other.This paper’s theory researching using the relationship between productive service and manufacturing, based on the CPVL model, introduced the producer service into the manufacturing production functions as middle production, derived from a mathematical model that producer services and manufacturing sectors will work together in the larger scale of the city. And after an analysis of the literature, we selected the five factors affecting the aggregation of producer service, the level of manufacturing agglomeration, urbanization, information level, knowledge spillovers, and the size of Government.At Empirical part, according to the average concentration of industrial and spatial Gini-coefficient measured of employment, this paper analyzed the trend of producer service agglomeration from the perspective of regional and industry. Based on this fact, we use30provinces data from2004to2012analysis the main factors which affecting the producer service agglomeration, and from the Eastern, Central and Western part studies the influence of every factors.By the theoretical analysis and empirical testing, we draw the following conclusions:(1)Through CPVL model we find that manufacturing and producer services clustered together in larger areas of the city, and united literature we conclude that differing from the manufacturing agglomeration factors the factors affecting producer service agglomeration are:manufacturing agglomeration, urbanization, information level, knowledge spillovers, and the size of Government.(2)Data reflect that producer service mainly cluster in eastern and southern coastal and central areas, and spread from eastern and southern coastal to central areas at2010. Traffic,Transport,Storage and Post mainly cluster in Shandong province, Guangdong Province, Jiangsu Province, Hebei province and Zhejiang Province, Real Estate mainly cluster in Guangdong Province, Jiangsu Province, Zhejiang Province, Shandong Province, and Shanghai Province. From the perspective of three regions, the diffused trend is emerging since2010. It mainly concentrated in the eastern part of Beijing, Shanghai, Shandong and other regions. Tenancy and Business Services is highest clustering, then is Information Transfer, Computer Services&Software.(3)In national level, Manufacturing agglomeration, and urbanization level and information level have significant positive correlation with producer service agglomeration. manufacturing agglomeration of effects has significant positive correlation with producer service agglomeration in every regions. But urbanization appears obviously of "pour u" type, Information level also appears "threshold effect", educational level had a negative effect on agglomeration of productive services in western region. Due to the Government’s statistics, the size of Government has no significant influence on producer service agglomeration, it presents only in the Eastern region a significant negative correlation, which is consistent with theoretical analysis.This paper makes recommendations for the development of producer service based on above. But because of the limits of author’s own academic level, There are still many problems in this paper, the final part of the paper presents the shortcomings and the prospect.
