The report of the 20th National Congress pointed out that China’s manufacturing scale ranks first in the world. As China’s pillar industry, manufacturing industry shows China’s strong comprehensive strength and international competitiveness. However,at present,China’s manufacturing structure is relatively single, and there are still some gaps compared with developed countries. In order to promote the transformation of "Made in China" to "China Smart Manufacturing",China must get rid of the traditional low-value-added,high-energy-consuming product production mode through technological transformation, enhance the competitiveness of the international market, realize the rise of China’s manufacturing industry, and get out of the dilemma of " Large but not strong".Productive service industry agglomeration is an inevitable process of modern economic development, and has gradually become an important force to promote regional economic growth and industrial upgrading.Based on the above ideas, this paper follows the following steps to study the problem:Firstly, summarize the existing relevant literature, analyze it’s basic views and comment.Secondly, the relevant concepts and theories are defined to lay a theoretical foundation for the article. The current situation of the agglomeration of productive service industries and the upgrading of manufacturing industry in the western region was discussed again, and the possible mechanism was analyzed and research hypotheses were put forward. Finally,in order to explore whether the agglomeration of productive service industries has an impact on the transformation and upgrading of the manufacturing industry and the degree of impact, this paper uses the data of 84 prefecture-level cities in western China from 2010 to 2019 to construct a benchmark regression model for investigation, verifies the robustness of regression by instrumental variable method, substitution of explanatory variables, and addition of control variables, and tests heterogeneity through spatial and time-divided sample regression to investigate the specific mechanism of action.Since the impact of productive service industry agglomeration on manufacturing upgrading may be divided into multiple stages, this paper also extends the single-threshold panel regression model to the multi-threshold panel regression model for further research.Based on the above research, this paper draws the following conclusions: Firstly, the knowledge spillover effect of the agglomeration of productive service industries can promote mutual learning among enterprises and the inflow of knowledge elements within productive service industries into manufacturing industries, thus promoting the upgrading of manufacturing industries.Secondly, the agglomeration of productive service industries will promote the upgrading of manufacturing industries by improving resource mismatch and enhancing the production efficiency of manufacturing industries.Thirdly, the economies of scale brought by the agglomeration of productive service industries can realize energy saving and emission reduction, and thus promote the upgrading of manufacturing industry.Fourthly, there is a threshold effect of the agglomeration of productive service industries on the upgrading of manufacturing industry.Specifically,as the resource mismatch index and energy saving and emission reduction index decrease, the influence of the core explanatory variables on the explanatory variables will show the trend of "Increasing marginal effects".
