In recent years, with the development of corporate social responsibility movementin the world, multinational companies in Europe promote the SA8000and theISO26000standards. So, the social responsibility management has been promoted toenterprise strategy management. In China, it is necessary to effectively fulfill the socialresponsibility to improve the enterprises’ international competitiveness.Currently, more and more state-owned enterprises attend internationalcompetitions, the enterprises must pay enough attention to the rights and interests ofemployees at the same time. As the most important stakeholder in enterprises, The staffis the enterprise’s value creator. The enterprise won’t develop without the employee’sinvention and creation. Therefore, it is important for state-owned enterprises tocoordinate labor relations and create a harmonious work environment.It analyzes the problems of a state-owned corporate social responsibility evaluationsystem under the perspective of human resource management. It use normative research,statistical analysis, investigation methods. It built a state-owned corporate socialresponsibility evaluation system under the perspective of human resource management,and made an empirical research on the state-owned enterprises of Shenyang.Six chapters are consisted of this article. Chapter1mainly introduces the realisticbackground and research significance of the state-owned enterprise societyresponsibility. Chapter2mainly explains the concepts of the social responsibility,state-owned enterprises, state-owned enterprises social responsibility and the relatedtheories. Chapter3analyzes the problems of state-owned corporate social responsibilityin Shenyang. It introduce the basic situation of state-owned corporate in Shenyang andanalyzes it. Chapter4designs the state-owned corporate social responsibility evaluationsystem based on human resource management. This part analyzes four evaluation system’s indexes, including the relationship of employee, compensation andperformance, training and development, satisfaction of employee. Chapter5is anempirical study of corporate social responsibility evaluation system in Shenyang. Thischapter mainly introduces the research samples and the variable selection, also theanalysis of the empirical results, relevant suggestions are put forward in the end.Chapter6is the conclusion and prospect part. It summarizes the research, and points outthe insufficient research.
