With the knowledge-based economy being the theme of the times, more and more enterprises realize that the competitions among enterprises reflect on valuing human resources, which has being the core competence successful in the sharp competitions. With the globalization processing, the competitions among each main market economy will become much fiercer, and state-owned enterprises is experiencing rigid tests, especially in human resources. The reform of human resource management system is the landmark of the reform of the whole state-owned enterprises. Since the reform and opening-up, reforming state-owned enterprises has being processed, but it is going on slowly to some degree, and doesn't get obvious reform results totally. However, state-owned enterprises which are in charge of the lifeline of national economy play an important role in the national economy. Promoting competitiveness of state-owned enterprises from all aspects is very essential. This dissertation compares state-owned enterprises with Sino-Us joint ventures comprehensively, and Sino-Us joint ventures have more advanced experience on human resource management, they make American human resource concept permeate into Chinese traditional human resource concept. We state-owned enterprises should learn from Sino-Us joint ventures on employment system, staff training, pay system, and performance evaluation mechanism. In the current new international situation, it is realistic to compare state-owned enterprises with Sino-Us companies on human resource management system.This dissertation first expounds the theory of human resources-related, then analyses the current situation of state-owned enterprises with some data to point out where the problems are. Lastly I did some comparison research on employment system, staff training, pay system and performance evaluation between state-owned companies and Sino-Us joint ventures and suggested that state-owned enterprises should relate human resource management to strategy development of enterprises and establish competitive pay system and performance evaluation system, so as to mine talents, train and keep them, which can really realize the high efficiency rotation of state-owned enterprises and play a leading role in the promoting economy development.
