Predicament And Countermeasures Of The Effective Supply Fo Rurual Public Goods In Western Area Of China

Rural public goods supply problems in the west of China is an important part of the supply of public goods, it plays an important role to improve the living standards of rural villagers, break the two system of economic structure, promote the sustainable development of the social economy, regulate social resources redistribution, coordinate regional balanced economic development. But for a long time, compared China’s western region with the eastern developed area, the western region’s level of economic development is low. Infrastructure construction lags behind. The level of people’s life and cultural level is relatively low. Especially in rural areas, the quality and efficiency of public goods supply is relatively low. Therefore, to promote rural economic development and improve the people’s living level and income level, the supply of public goods appears to be very important. It has important theoretical and practical significance to analysis the mechanism of effective supply of rural public goods.Based on the specific case study, this article analyzes the existing problems and the reasons of the rural public products supply in the western region of China. The study finds that in most cases the supply of rural public products in western area is monopolied by the government, which is a single investment. Thus the insufficient funds have become the big obstacle under such supply mode. The investment of rural public products supply can delay or reduce, or pass on to the local villagers under limited financial ability of the western district government. Such malignant mechanisms may aggravate the economic development gap between urban and rural areas. On the one hand the farmers are unable to acquire the service of faire public products and enjoy welfare brought by the national reform and economic development. On the other hand, because of the lack of infrastructure provision, it may lead to restricted economic and social development in rural areas and further widen the dual gap between urban and rural areas. Therefore, to break the dilemma pattern of the supply of rural public products in western region of our country, this article believes that institutionally we should combine integration and innovation, which promotes the formation of long-term mechanism of rural public products supply with system guarantee.The frame of this paper consists of four parts. The first part is the introduction, which clarifies the background and significance of the research, the mentality and structure of this article and the main points of this chapter and the possible innovation spot. The second part contains the theory basis and literature review. The third part of the article is the analysis of the current situation in the supply of rural public products in the western region of China. In the meantime analysis of specific cases which states the existing problems and plight in the three phases of the history and current situation of the cases. The fourth part is the case analysis conclusion and countermeasures of rural public goods dilemma based on effective supply. This paper believes that the mechanism construction to promote effective supply of the rural public goods should be taken as follows. The diversified development of the rural economy realizes the rural financial endogenous growth and the reasonable construction of new rural public finance system, which promotes pluralistic supply of public goods in rural areas and establishes and perfects the fiscal management legal protection of supply of local public products. Thus, with continuous deepening reform of local administrative system and the transformation of financing method of rural public goods, this paper argues to strengthen the fairness of cost burden of public goods supply and perfect democratic decision mechanism of rural public goods supply in western area through the redistribution and the transfer payment.
