Study On The Public Goods Supply In Rural Of Western China

The efficiency of drinking water supply in rural has direct relation to the vital interests of villagers, and has great influence on the accomplishment of new countryside construction. Without sufficient and qualified drinking water supply, physical health of the farmers can not be guaranteed that will make a bad effect on the quality of peasants. All of these go against the new countryside construction cause, and also totally contrary to the aim of CCP, which is serving the people wholeheartedly. Based on the geographical features and the low economic development condition, the problem of drinking water supply in rural areas of west is more prominent than in the east. How to recognize and solve the problem of drinking water supply in the rural areas of west become a big subject that has deeply effect on the substantial and sound economic development of our nation.This paper, taking the public goods supply in rural regions of west China as research object, adopts theory elaborate method to give theory support for solving the problems which has mentioned before. These theories include new public management, new institution economic, multi-center management and externality theory and so on. Taking the drinking water supply in rural area of Chongqing and Sichuan province as example, we use the case analysis method to make a detail analysis of current situation in the case. After analyzing the figures collected from questionnaire and official data, we find that the inefficient supply has great connection with three factors, which are geographical difference, shortage of money and poor management mechanism. According to those causes, we back up this ideal that solving the problems should take action in three aspects. First, people should take discrepancy of the geography into concerned while supplying the public goods in rural areas of west China. Second, building multicenter supply subjects mechanism finding more ways to collect money and introducing competition mechanism are necessary for improving the standard of public goods supply in rural areas of west China. Third, government should pay a main role and reform the supporting measures in order to make the supplement of public goods in rural area of west China more efficient.The paper is composed of six parts. The first part is introduction, in this part why to choose this topic and how to compose this essay be simply illustrated. Second part is the literature review of the pattern of public goods supply in rural area of west China, in this piece the researches in this area been done by scholars home and abroad are summarized. Third part is introduction of theories concerned with the public goods supply, in this section the popular ideals and opinions about how to upgrade the situation of public goods supply are elaborated. Fourth part is analysis of the current situation and problems of public goods supply in the rural of west China by using the example of drinking water provision in rural areas of Sichuan and Chongqing province, in this piece statistics collected from questionnaire and official department be used to analyze the supply condition and the causes of the problem. Fifth part is the principles and countermeasures in solving the problems of public goods supply in rural area of west China, in this part measures based on particular theory are given. Sixth part is conclusion, in this part summarization about the whole paper be proposed.
