With the global increasingly competition and the age of knowledge-based economy, human resource has become the first resource and the most effective method to get the competitive advantage for corporate. As the core part of human resource management and development and the important method of business management, performance appraise for staff can provide the important information basis for rewards and punishments, promotion, training planning, career development and recruitment etc. human resource management decision. It aims to achieve the business target and sustaained development for corporate by improving the performance of staff.To BMW Brilliance, the non-production staff’s performance can be improved and the business target and sustained development can be better achieved if the performance appraise plan for non-production staff can be improved and their demand to develop themselves can be better met.The article proposes the performance appraise plan for non-production staff of BMW Brilliance Automotive Ltd., according with modern staff performance appraise characteristics and based on the modern staff performance appraise theory and non-production staff performance appraise circumstance and problems of BMW Brilliance Automotive Ltd.. It includes the completed performance appraise process for non-production staff, e.g. separately setting up regular feedback and information collecting in the non-production staff performance appraise process; proposing the specific performance appraise standard for non-production staff, e.g. setting up the performance rating standard of non-production staff (person/leadership) competence and behavior and the weighting coefficient for the second-class and third-class indicators; and specific link to other HR management systems, e.g. link to the compensation and benefit system and specific career development plan for non-production staff. Through these measures and methods, we expect to help improving non-production staff performance appraise of BMW Brilliance, and ultimately to improve non-production staff’s performance and to achieve the business target and sustained development.
