The implementation of the one-child policy has changed the original family structure, family endowment weakening gradually, increasing need of social security, thus puts forward higher requirements for social security system of China. Although the present social security system in our country present "fragmentation", the government and institution security system, Urban workers social security system and the new rural social security system and other pension systems coexist, and with the development of the new system of rural social security pilot work, covering areas of the country’s social security system can be achieved quickly, Elderly all the world will be looked after properly, in order to build the harmonious development of society in the21st century, however, only do cover all national social security system is not enough, do the real fair is the national pursuit of common goals. Due to the dual economic structure in developing countries restrict, social security system reform can only adopt the mode of gradual, step by step. Social security system reform can not only solve the problem of social security, realize injustice, is beneficial to the construction of social justice theory system of our country, to provide theoretical reference for other related system construction, but also from the perspective of efficiency, it can promote the rational flow of labor, optimize allocation of human resources, and to enjoy the same national treatment, building a harmonious socialist society to provide guiding significance.This paper is under the reality of our country urban and rural dual economic structure, and scholars both at home and abroad under the background of population aging, the social security system reform, on the basis of research results, using literature analysis method, the transverse longitudinal comparison method, inductive and deductive method, research on the integration path of multiple social security systems of china. First of all, the related issues of social security system reform were reviewed, simple introduce the meaning, characteristic and type of social security, social security system in our country at present stage have disadvantages, status quo and analysis of social security reform research results at home and abroad. Second shows that the long-term task of social security system-set up the system of urban and rural, analysis the necessity and feasibility of establishing urban and rural social security system in our country, put forward the idea of social security system, set up the medium-term and long-term goals gradually and by comparing the foreign social security reform situation, concluded that the inspiration of social security system reform in china. Then analysis the current task of social security system--enterprise worker social security system in government institutions and axle, first analyzes the necessity of the system, put forward the integration of government and institution social security system, Urban workers social security system, and points out that we should be pay attention to the problems in the process of system implementation.Finally, looking for social security system reform, suggest that in the process of social security system reform and the relevant supporting measures of how to improve it.While this article based on the experience of the domestic and foreign scholars on social security system research, using the relevant data analysis, and combined with the actual situation of China’s social security system gives their superficial policy suggestions, but due to the limited knowledge ability level, a unique view of the problem is not enough, in a certain extent affect the problem in this paper, the research of persuasive, and proposed the policy suggestions of implementation may take a while to coordinating to solve, not immediate. But these policy suggestions operable, and these deficiencies with the implementation of the integration of urban and rural social security system will be continuously modified and perfected.
