Meteorology refers to unifying units and transferring value of a quantity activities. With the scientific and economic development and the social progress. meteorology plays an important role in science, technology, production, trade, national defense and people’s life, and is the important guarantee of the market economy. GR Meteorology Station authorized by General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China(AQSIQ) is a service of legal meteorology, which is an operating and own revenue and expenditure public institution serving enterprises in society, carrying out large capacity verification/calibration in20provinces and cities across the country. Over the years, GR Meteorology Station has made certain contributions to the meteorology of the national large capacity in terms of the storage and trade of the national petroleum.Nevertheless,with the increasing deepening classification reform of the public institutions,the operating and own revenue and expenditure public institutions are driven to the market, and eventually transfer into enterprises, as well as the authorization range of the large capacity meteorology is widen by national relevant policies, which introduces new problems and serious challenges to the GR Meteorology Station. After transferring into enterprise, how the GR Meteorology Station to exactly make and choose the competitive strategies is the most primary issue.The dissertation focuses on analyzing GR Meteorology Station’s existing external and internal environment through studying literature and statistical analysis of data as well as drawing on scientific theories of management, finding out the influencing factors of decision-making strategies, analyzing the opportunities and threats in external environment and the strengths and weaknesses in internal environment, analyzing and assessing the influencing factors through applying EFE and IFE matrix, applying SWOT analytic method to make the consideration schemes of competitive strategies, quantitatively assessing the consideration schemes through QSPM principle, eventually making the GR Meteorology Station’s competitive strategy. The dissertation will elucidate the specific implementation process of the competitive strategies.Currently, it is a special stage to the operating and own revenue and expenditure public institutions, and the studies on their competitive strategies are much fewer.The long-time management model result in that the thoughts and awareness of the inter-organization leaders and staffs fall behind national reform progress.
