For over30years’reform and opening up, China’s economy has achieved great success, which causes China’s enterprises to grow up swiftly. Today with the globalization of economy, it is our country’s strategy for China’s enterprises to going out positively and be part of the global market competition. Benefited from this background of the fast development of China’s economy, China Merchants Holdings International Co., Ltd (hereinafter referred to as "CMHI") with its port business also maintains good economy results and developing speed. After the completion of layout of port business in the main economic zones in the nation, CMHI began to follow the going-out policy and explore the overseas business, which has now made a good break through. However, in the process of CMHI’s development, especially at the phase of its business internationalization, the development of human resources lags behind.Based on the research of CMHI, this thesis is to analyze its human resources allocation requirement from the angle of strategic resources allocation and the current situation. Then the main reasons for the lagging of human resources development will be ascertained and the targeted solution for the management team will be put forward.This thesis comprises of five chapters:1) Chapter One:introduction of the research background, purpose, structure and main contents;2) Chapter Two:the introduction of the company’s strategy and the basic theory of human resources management research;3) Chapter Three:the analysis of CMHI’s market status and its human resources situation, and the main problems of human resources allocation;4) Chapter Four:the solution for the management team building;5) Chapter Five:the implementation safeguard of the solution for the management team building.
