After the 21st century, port enterprise's development is facing a more brutal competition, especially talented person's competition. In order to obtain the survival and the development in the competition, the port enterprise must insist humanist, pay more attention to the development of human resources, and take staff training as a strategic question in the port enterprise development, give to take seriously. In making and implementing key activity of the port enterprise strategy, human resource training is a core management activity. Therefore, how does the port enterprise implement more effective resources, construct core competitiveness, and promote the staff quality, design and implement adaptable training has become the key question which the human resources department must solve.At the present stage, some questions of the human resources training are exposed in majority port enterprise, which causes enterprise's training and the strategy comes apart. It explains full that the present training system does not adapt the market competition. The modern port enterprise's survival development sets a higher request to the staff training system. The construction of the port enterprise training system will be helpful with the enterprise strategy organic synthesis in forms enterprise's core competencies, thus helps the organization to gain and maintain the competitive advantage.Strategic training is one kind of strategic idea, which emphasis the organic synthesis of enterprise training system and the enterprise development of enterprise. This paper is based on enterprise strategic training theory, also makes a survey of the resent human resources training situation of a port enterprise in Dalian. Through the analyzing internal, external environment and SWOT of D port enterprise, we recognize the necessity of establishing a strategic training system for D port enterprise' development. This paper designs a set of complete strategic training system and explores some related problems during the system' operation. In order to enhance the training effect , we also design a corresponding training evaluation system based on SPA theory to feedback some required information.
