An Innovation Management Research Of Harbin Electric Power Bureau Based On "Three Intensive Management And Five Systems" Project Performance

The performance management of a project is a process in which the project is planned, controlled, and adjusted. Thus it plays a vital role to promote the business performance for the entreprise. The12th Five-Year Plan period is a key period for State Grid Corporation of China to make transitions and to construct Three Intensive Management and Five Systems. With the rapid development of network and technology, Three Intensive Management and Five Systems promote the changes of the performance management model for the power supply enterprise at the grass-roots level.While how to design and construct a set of scientific and applied performance management system adapting to the enterprise strategy has already become a vital issue of enterprise management in power system.Based on the analysis of the theory of poject management and performance mangament,the article gives methods and ways to promote the development of the employees and increase their protential abilities in the Three Intensive Management and Five Systems project. In this way, we can finish the goal of project management. This article takes Harbin Electric Power Bureau as the object of study. After making a thorough research on the company’s performance management system, the author analyses the current situation of Three Intensive Management and Five Systems and helps the company pick out some existing problems and gives the general solutions with the usage of KPI, MBO and so on. The author conducts the research by the combining of case study and literature review, points out the protential problem in the performance management process and gives the general solutions. Conforming to the rule of the design of performance management system and scientific procedures, the author finally has designed a set of scientific and rational performance management system. At the same time, the author gives reasonable advices for Harbin Electric Power Bureau to form a more healthy project manament system and improve the efficiency of project management.
