Nowadays, supply chain improvement plays an increasingly prominent role in the market competition. Therefore, the locus of value creation is focused on the chain network. The strategic decision of the construct of supply chain networks plays a vital role in the later optimization. Through literature reviewed we can found that the traditional solution of the supply chain networks optimization is use a discrete time point to strict predefined network structure, which could limit the possibility of commercial appreciation. On the other hand, the current hyper-competitive environment is characterized by market constantly changes and unpredictability (Brown and Eisenhardt,1998)[1]. The increasing expectations of customers for personalized products affect the plant’s production strategy. To succeed in the competitive market, each member of the supply chain need to clearly understand the market demand and market discipline, develop a reasonable production strategy to meet the needs of the logistics system, while improving to meet the different needs of the individual customer’s specific capabilities, namely the construction of agile supply chain. Flexible means has stronger robustness and responsiveness.During the operation of supply chain network, there is a lot of uncertainty (such as equipment failure, the demand to increase, transport delay, etc.), which may lead to the failure of supply chain network. Once the traditional supply chain network build is complete, it is very difficult to quickly respond to changes caused by the network failure, resulting in decreased efficiency of the supply chain network. This paper describes a method using mathematical programming principle to establish an flexible supply chain network model, which can solve challenging supply chain network design and planning problems. Then, the flexible supply chain network model can be modified and improved to the reconstructed model. In the case of network failure, the model can reconstruct the supply chain network rapidly, in response to the changes to improve the efficiency of the supply chain network. Finally, in the example section, four examples are presented to illustrate the performance of flexible supply chain network model and the reconstructed mode, respectively.
