Shenyang Residents Ladder Electricity Price Policy Implementation Present Situation And The Adjustment Suggestion

The multi-steps pricing policy is an important planning policy of electric power system reform in our country. With the development of China’s electric power system reform,Multi-steps pricing policy is assuming an increasingly important task of reform. We must improve the Multi-steps pricing policy and solve practical problems soon as possible,to produce a more positive social benefit.The power industry is the economic lifeline of our country, with the output of electricity production is the very important quasi-public products in society. The electricity production is not only a commercial property, but also a strong social service function in the field of the economy, people’s livelihood, energy and environment. Being an important part of electric power system reform in our country, since July2012the whole nation (except Tibet, Xinjiang autonomous region) in29provinces, municipalities and autonomous regions began to implement the residential multi-steps pricing policy.In this paper, we use public policy analysis theory with empirical statistical data analysis, data comparison and other methods to research. According to the T. Smith Model, the analysis is carried out in four aspects, such as the policy itself, implementation mechanism, the target group and the external environment. We analyze the presents and difficulties since the implement of the residential multi-steps pricing policy in the city of Shenyang, and give some suggestions according to how strengthening the effects of the pricing policy.In this paper, we consider that the multi-steps pricing policy has achieved some positive results. It makes the electric pricing policy more reasonable, the unit’s running more healthy, and the public more assentient. But we can see many disadvantages is appeared during the running of the multi-steps pricing policy, such as the impertinency of the policy content, the lack of coordination between departments, and the lack of the unit’s service consciousness. We give some suggestions to the multi-steps pricing policy running in Shenyang. For example,we can further improve and refine the inter departmental policy details, give the pricing rights to power plants, construct the coordination mechanism between the power plants and power companies,raise the public awareness level, and improve the external environment of policy implementation.
