Invention patents in force refer to stock at the point in time or within a certain period of time. The stock is a dynamic process affected by the flow of invention patents in force. Such flows are divided into inflows and outflows. Reservoir model can reveal this process of stock change. This paper mainly be discussed from both qualitative and quantitative aspects. Chapter Two based to the cost-benefit model conduct to reveal the evolution characteristics of the number of Invention patents in force from a single patent to the total number of patent and describes the four dimensions of creation, utilization, protection,management how to affect the costs-benefits of the patent. Thus theoretically reveal how the four dimensions affect the number of Invention patents in force. This is to pave the way for empirical research behind. We apply access software to conduct statistical data and screening for the2002-2011number of Invention patents in force of Liaoning province in Chapter Three. Draw the trend graph for the number of Invention patents in force of Liaoning province which visually illustrate evolution characteristics of the number of Invention patents in force of Liaoning province. Curves of the number of Invention patents in force of Liaoning province and14cities are increasing, but there is a gap between each city. Both Shenyang and Dalian are significant. It constructs indicators of creation, utilization, protection dimensions in chapter four. Using matlab software empower for Influence level of the three dimensions. The results show that the weight of utilization dimension is the maximum. The relative degree of influence for the dimension of utilization is maximum. Applying SPSS conducts Influence factors analysis on the indicators of the four dimensions. The results show that coefficients for R&D funds of the creation dimension, patent application quantity of the utilization dimension, the number of patents related laws and regulations of protection dimension are large. It played a major influence on Changes of the number of Invention patents in force of Liaoning province. Finally, with evolution characteristics and empirical research for influence factors analysis of the number of invention patents in force of Liaoning province, it is recommended to improve the capability of independent innovation, balance municipalities research funding, strengthen patent personnel training and patent protection.
