Petrochemical industry is the pillar industry of the national economy and it is animportant support industry in China’s economic development, national security, transportationand other important event.Procurement not only is a core part of the business but also is animportant resource for profit. The level of the petrochemical enterprise’s purchasingmanagement is directly related to the level of business efficiency and the quality of projectcosts which is important to improve business efficiency and control costs so as to achieve thepurpose of optimize the supply chain.Based on material procurement project management and supply chain managementtheory to analyze developments, material procurement processes and characteristics as well asthe main problems existing in procurement model about the dosing station construction projectof DingBian production plant in YanChang oil field. The problems which is that high purchaseprice, low procurement efficiency, slow ability of suppliers corresponding to users’ demand,long purchase cycle, low utilization rate of capital, loopholes existing in purchasingmanagement rules, hard control of the material quality and buyers and suppliers areantagonistic relationship rather than partnership and so on.And then build hierarchical modelon the issues raised, using the analytic hierarchy process to identify the general idea of theproblem and to note the content each step.In response to these factors, it makerecommendations such as scientific and efficient management of suppliers,cost-effective tocarry out procurement activities and low risk and high efficiency control of procurement ofintermediate links and other aspects.With foreign oil companies continue to enter, increase domestic competition.The purposeof this paper is to provide a management model which meet the requirements of the times forproject purchasing management of YanChang oil field, to shorten the gap between our projectmanagement and international advanced level, keep up with international standards as soon aspossible and achieve truly modern project management.
