Procurement Management Research On Saudi NRCC Project Under The Environment Of Supply Chain Management

In EPC project construction mode, the general contractor’s management level determines the quality and construction progress of large engineering projects. In the many functions of management, project procurement management is one of the important part. But in the current practice of project, EPC project procurement management unable to fully sharing information, the particularity of the actual deliverables, qualified supplier of the quality of management unable to estimating risk, lead to purchasing high cost, beyond the time schedule control node, and affect the project completion quality can’t timely delivery of the project results, even affect the contractor’s profit and reputation. So, improving the operation efficiency of the project procurement management, is necessary to reduce the purchasing cost.Supply chain management is the enterprise effectiveness of the management, the enterprises in the strategic and tactical to the enterprise the whole operation process optimization. The purpose of supply chain management is the pursuit of efficiency and effectiveness of the cost of the whole system, the system total cost to a minimum. So the purpose of supply chain is not only to make transportation cost to minimize or reduce inventory, but to use system approach to supply chain management.This thesis study from among ideas of supply chain management is applied in the actual Saudi NRCC project, the project procurement mode, introduces the project of the supply chain cost,had been describled. Analyze the process of Saudi NRCC project procurement management, with a focus on the project of the supply chain cost, project procurement risk is high, difficult quality control, supplier delivery may be delayed, the relationship between supply and demand is single, the project capital turnover rate is low, the amount of work time is transactional trivia occupied, inefficient procurement,etc.Then comparing the traditional procurement mode of inventory cost, transportation cost, financial cost and quality cost is put forward under the environment of supply chain management NRCC project procurement process optimization, the basic management strategy should be adopted is committed to the management cost minimization, for project procurement supply chain management optimization application in the NRCC project and how it affects the supply chain cost put forward its own views.
