Project Procurement Management And Its Application In-time Supply Chain Environment

At the beginning, this paper emphasized the role and importance that project purchasing management played in supply chain management, and the changes occurred in purchasing philosophy. Then pointed out the main characteristics and significance of JIT purchasing whose core was the order-driving mode, which has the obvious affections in reducing inventory level and operation cost, etc. A JIT purchasing model was established based on the features of small batch and multi-deliveries. Firstly, the buyer's best policy, the supplier's best policy and the integrated model were compared, and then proved that this JIT purchasing model could lower the total cost of supply chain and strengthen the cooperation relationship between supply and demand. Finally, according to the supplier and buyer's power in negotiations, some major principles and methods were put forward in the process of purchasing consultation.The steps of project purchasing management under the supply chain management were put forward. The flowchart was drew, and the purchasing plan and the inquiry methods were made a detailed explanation, In the part of supplier selection and evaluation, a set of supplier evaluation index was given, and established a fuzzy assessment model. Finally some suggestions were given to solve the key points and difficulties in contract management.Finally, a case of Qingdao Cigarettes Factory are studied, first its material supply situation of and problems were analyzed, then the corresponding proposal and the implementation scheme were put forward under the environment of JIT procurement methods above, and in the end the benefits from both suppliers and itself were analyzed after using JIT purchasing.
