The Survey and Design (S&D) industry generally provides services (e.g. survey, consulting, and design) for constructions. It serves as one of the basic industry of national economy, which has attracted many top talents in the survey and design area. Nowadays, the enterprises in S&D industry are faced with a precious development opportunity. However, competition pressure from newly-entered foreign enterprises, a new round of restructuring in the industry, as well as the slow-down in China’s economic growth, all negatively influenced the growth of enterprises in S&D industry. It is highly recommended that enterprises in this area should cultivate their own core competences by technology innovation and management enhancement. Because only a leading enterprise in the industry can maintain an advantageous position in the competition, and then achieve sustainable development.This research focuses on the core competences cultivation in Xi’an survey and design institute attached to China non-ferrous metals industry. This research aims to propose a possible solution for Xi’an survey and design institute’s competences cultivation. Xi’an survey and design institute is a comprehensive modern company, which was originated from1964, and currently operated in the area of survey and design, building materials production, real estate development, and hotel management. Xi’an survey and design institute is currently one of the leading enterprises in the areas that it operates. But due to some historical and realistic reasons, Xi’an survey and design institute has encountered some challenges in its further development, including:(1) low income growth;(2) weak profitability;(3) big income volatility;(4) poor ability in risk resistance;(5) weak sensitivity to market opportunities; and (6) high financing cost. And in order to address these challenges, the most frequently used way is to cultivating enterprise’s own core competences.Fuzzy comprehensive evaluation method has been employed to evaluate Xi’an suryey.and design institute’s business strength, and the results illustrate that Xi’an survey and design institute has a competitive advantage in S&D, building materials production and real estate development; however, these competitive advantages are not enough to compromise its core competences. This essay proposed that Xi’an survey and design institute should cultivate its core competences in five basic aspects, including:(1) introduction of high-end talent;(2) spread operational risks;(3) exploitation of the national informationization construction;(4) improve enterprise’s management level;(5) cultivate enterprise culture. In fact, enterprises in S&D industry are faced with a precious development opportunity. But the shrinking market size as well as the ever-increasing competitive threats all showed its negative impact on Xi’an survey and design institute’s core competence cultivation process. As a result, Xi’an survey and design institute is highly recommended to timely track, assess and adjust its core competence cultivation scheme.
