Enteprise culture considered as a newly-ermerged discipline has experienced 20 years or so up to now. Enteprise culture has attracted the wide concerns and high attention from enterprise and academic communities, whose basic reason is that the excellent enteprise culture can inject the life vitality into the enterprises as well as bring about huge economic and social double benefits to the enterprises. Enterprise culture is an important and peculiar resouce as well as the core competitive force of enterprises. At present, enterprise culture has become an effective means to promote the enterprise operation achievements as well as the growth in the entrprise benefits. Accordingly, constructing the excellent and modern enterprise culture has become the inevitable trend for the development and enlargement of modern enterprises.In recent years, many survey and design institutes in our country have been changed into the engineering companies in accordnce with the national policies concerning the reform of enterprise system. The reform of enterprise system is bound to cause to the changes of different degrees in the investment patterns, management models, operational concepts, the positions and functions of employeers of the survey and design institutes, whereby causing the profound changes in the thought concepts and spiritual states of the people. How the survey and design institutes encounter the challenges and opportunities brought about by the reform of enterprise system must combine the internal actual conditions to form their own effective management models and establish the new enterprise concept to enhance the core competitive force of enterprises, to cement and inspire all the empolyeers so as to intensify the enterprise competitive force through the construction of enterprise culture.The theoretical research and positive research methods are adopted in this thesis. Based on the analysis of theory of enterprise culture, thesis discusses the system structure of enterprise cultural construction of the state-owned large-scale survey and design institutes. This thesis analyzes the core and features as well as the effect of the enterprise culture upon its management system through the process formation of enterprise culture and the present stage of enterprise cultural researches of the Yellow River Survey and Design Planning Co. Ltd, and points out the advantages and disadvantages existing in the enterprise cultural construction of the Yellow River Survey and Design Planning Co. Ltd, and also probes into the tactics of next step for the enterprise cultural construction, on the bassis of which, some important reference information is provided for the enterprise units with the reformed systems to obtain the competitive advantages, to adapt markets, to improve the enterprise images, to upgrade enerprise competetive force and to establish modern enterprise system, whereby making the enterprises with the reformed systems to obain the harmonious and healthy development.
