The Engineering Survey&Design department are facing further reform in our country, and the challenges of multi-national enterprises, so improving the competitiveness of enterprises have become major issues in business. The resolution of these issues, depend on the company's human resources development and management to a large extent. The enterprises need enhance the capacity of human resources management, and make it be a durable competitive advantagein the market , it will be a survival and development event in corporate .At first, the paper analy the status quo, existing problems and the need to enhance competitiveness in our Engineering Survey&Design department; and pointed out that the the existence of the most important problem is brain drain, human resources management, as well as how to face the domestic Engineering design market-oriented reforms, and lack of competitiveness when compete with engineering consulting firms abroad, which make enhancing the competitiveness become more and more important.Followed, based on analysis of the core competitiveness of enterprises and the characteristics of the composition, the paper highlighted the relationship between the core competence and human resource development: human resources has the same function with the core competence, effectively ensure the enterprise's core competitiveness to be formation, and it's fundamental purpose is to enhance the core competitiveness. Design enterprise for sustainable competitive advantage in human resources issues in different, non-imitative, non-substitutability as the main features of which is the first core competitiveness. Further argues that the human resources are a source of enterprise's core competitiveness of the concept.Because of identifying the core competitiveness of enterprises can provide choice for decision-makers on business development strategy. Then this articlehas discussed the index that how to measure the competence of human resource based on Chongqing as an example, and analy the industry background, strategic plan, as well as the composition of the core competitiveness. Effective analy the composition of the core competencies and deficiencies. At last, this paper discuss how to enhance the design enterprise's core competitiveness with human resource management strategy.
