The Performance Evaluation Of Hunan’s New Rural Endowment Social Insuranc System

Inner Mongolia is one of the pilot provinces which is applied by the new rural pension system in our country. Inner Mongolia has been covered by this system since2013. But its performance level is still needed to be improved.Based on the analysis of the current situation of Inner Mongolia’s new rural pension system, the problems are identified and the evaluation system is built. Then the performance of the Inner Mongolia’s new rural pension system is evaluated by the theory of the multilevel extension, thus the measures to improve the performance are put forth. The main contents of the thesis are the followings:(1)The theories are summed up in this thesis. The concepts are identified and the basis theories are analyzed from the angle of sociology, economics and management. The subject and principles of the system are cleared.(2) The current situation of the Inner Mongolia’s new rural pension system is analyzed. Combined with the analysis of the current situation, the problems are explored and the necessity of building and perfecting the Inner Mongolia’s new rural pension system is analyzed. The difficulties and key problems are stated, which is to help to establish the index of the system.(3) The multilevel extension model of performance on the Inner Mongolia’s new rural pension system is established. Based on the current situation and features of the system, the first class indicators and the second class indicators are built and its performance level is evaluated according to the matter-element theory, then the multilevel extension evaluation model of the Inner Mongolia’s new rural pension system is constructed.(4) The measures to improve performance of the Inner Mongolia’s new rural pension system are put forth. According to the result of the model, the corresponding suggestions and measures are stated.The theories of the Inner Mongolia’s new rural pension system will be enriched and improved on the basis of the research, and the systems of the evaluation will be improved to increase the development level of the Inner Mongolia’s new rural pension system.
