Since the reform and opening up,along with the tremendous changes in the rural family structure and economic structure and the deepening of the aging of the rural population,the rural pension problem has become increasingly prominent.On the one hand,the child-bearing in rural areas is more common and the transfer of young and middle-aged labor from rural areas to cities and towns has weakened the family ’s ability to provide for the elderly.On the other hand,social pensions in rural areas have just started,and the relevant pension security systems and institutional mechanisms are not perfect.The social old-age security function has not been fully exerted.The establishment of a rural old-age security system based on family old-age support and supplemented by social old-age support is a rural social problem that must be given special attention and addressed in the process of implementing the rural revitalization strategy.This article uses 426 elderly people from 200 rural households in 8 towns in Qingzhou as sample survey objects.Through questionnaires and interviews,on the basis of grasping and sorting out the basic status of elderly care in rural areas in Qingzhou,the problems faced by rural areas in Qingzhou are revealed..This article believes that the main problems faced by the rural old-age security in Qingzhou are: weakened family old-age security,insufficient development of social old-age security,weak rural old-age security system,and lack of government functions in rural old-age security.In view of the current problems of rural old-age security in Qingzhou City,the following specific measures should be taken: to promote family ethics with filial piety as the core,to consolidate the basic role of family old-age security;to continuously expand the old-age channels,actively promote the multiple supply of old-age services,and develop diverse The combination of innovative old-age pension innovations makes rural old-age pension more selective;improve the rural old-age security system,improve rural social old-age insurance and related social welfare assistance systems;develop rural commercial old-age insurance,and encourage farmers to purchase commercial old-age insurance;clear government responsibilities To give play to its normative and guiding role and promote theconstruction of rural pensions. |
