With the development of socialist market economy, China’s SME develops rapidly,playing an increasingly important role in terms of employment, taxes, GDP, etc. However,our research regarding the corporate social responsibility is late, the majority ofenterprises (especially private entrepreneurs) for social responsibility awareness is notenough, the practice is not in place, the lack of social responsibility of small andmedium-sized enterprises in our country is particularly serious. Existing literature lacks ofgovernment policies promoting CSR system research, the classification research oncorporate social responsibility lack of different scale, different enterprises, differentperspectives, classification research on the social responsibility of small and mediumenterprises in emerging market countries is particularly scarce. And the number of globalmedium and small businesses is numerous, the social impact is relatively large, there are alot of tough problems in the unbalanced development of economy, so corporate socialresponsibility has always been the hot topic in theoretical and practical circles.Few classification of social responsibility construction, but also the lack of research onmulti view system of government, society, enterprise.Based on the multiple points of view at the same time, with the background ofemerging market countries, comprehensive at present domestic about small andmedium-sized enterprise social responsibility evaluation model and evaluation index,evaluation of the significance, from aspects of levels of government, society andenterprises to build a suitable for China’s national conditions of small and medium-sizedenterprise social responsibility evaluation model, discussed to promote the small andmedium-sized enterprises to fulfill social responsibility policy laws and regulations, andethical requirements, explore the policy suggestions to promote the small andmedium-sized enterprise social responsibility construction, will be conducive to ourcountry enterprise society responsibility construction and build a harmonious society, toalleviate the rapid economic development of our country in the growing socialcontradictions. Enrich the CSR theory, stakeholder theory,"corporate citizenship" theoryand its research perspective; provide policy recommendations for the government topromote the construction of the reference CSR of small and medium-sized enterprises; forsmall and medium-sized enterprises will CSR into the corporate strategic adviceand reference to promote the enterprise marketing and performance.(Environmentalissues, food safety issues etc.).
