As the development of market economy, small and medium-sized enterprises contribute more in activating market economy, providing supporting services and absorbing labor force. It also becomes the hard core of economy's development and the undertaker of social employment. But at present, Social insurance rights of SMEs' employees cannot be assured. Some companies ignore the right of employees or try to avoid the payment. A reasonable quantity of workers is not under the protection of labor contract and social insurance system. Labor dispute and labor conflicts take place frequently. SMEs' employees involve a large population. The ability of risk resistance is quite low. If their basic livings and rights cannot be assured, the sustainable development of the enterprise will be threatened, the public's satisfactory of social insurance will be reduced, social inequity will be exacerbated, social risk and unstable factors may become more obvious. As it turns out that the lack of rights and social security responsibility of SMEs' employees has become a reflection of the social problems and social contradictions during China's transformation period. Therefore, improving SMEs' participation in social insurance has become the key to the question of improving the overall level of participation in social insurance and developing a sound system of social insurance.Enterprises are the main responsibilities in the course of social insurance. They not only play the role of directors and executors in the contribution of social insurance, but also have the obligation to make the payment. In this situation, raising the awareness of social insurance responsibilities for SMEs, giving full play to enthusiasm and initiative, as well as transforming compulsive stress come from social insurance into spontaneous behavior stimulated by intrinsic driving force are the key elements to solve participation problems. This article researches into the behavior regularities and underlying causes of social insurance participation for SMEs by analyzing how internal operation philosophy, commitment to social responsibilities and interaction between stakeholders influence enterprise cognition and behavior selection from the perspective of corporation social responsibilities,This essay is divided into five parts. The first part elaborates the background and Significance of the topic, and raises the study question based on research status. It also introduces the research thought, method, innovation, and deficiency of this essay. The second part defines the concept'small and medium-sized enterprise', and then introduces the relevant theory of social insurance and corporate social responsibility. Besides, the second part uses the view of corporate social responsibility to analyze small and medium-sized enterprise's participation in insurance, and makes bedding for following explanation. The third part analyzes the main issues based on small and medium-sized enterprise's participation. The main issues are lack of consciousness of insurance responsibility and strong government-oriented and efficiency-oriented tendency. The fourth part figures out the internal reasons of consciousness of responsibility's deficiency through the discussion of the internal logic and evolution rule behind the social insurance behavioral selection. The main internal reason is the anomie of incentive mechanism and lack of equilibrating mechanism. At last, it suggests that the three solutions-improving the sense of corporate responsibility, building corporate culture, guiding and introducing informal system by government through formal and informal methods.
