In the21st century, China’s poly silicon PV industry, as a new energy industry, has become the world’s largest photo voltaic products manufacturing country in support of policy. However, in recent years, China’s poly silicon PV industry be hit the international market. Germany slashed subsidies for PV applications on April1,2012, and the United States put on China PV companies to impose high anti-dumping and countervailing duties from the beginning of December that year. When Chinese poly silicon PV industry is facing difficulties, we have the need for China to analyze the advantages and disadvantages of the industry, according to the advantages and disadvantages to develop improvements to promote Chinese poly silicon PV industry in a good position in international trade. Accordingly, this paper will research comparative advantage and international competitive advantage of Chinese poly silicon PV industry.Firstly, the comparative advantages of China’s poly crystalline silicon photo voltaic industry research. Through the RTA, RCA and NRCA for comparison and analysis, this paper NRCA index of Chinese poly crystalline silicon photo voltaic industry were evaluated. The results showed that: Chinese poly crystalline silicon photo voltaic industry has a comparative advantage. Subsequently, the paper from the capital, technology, demand, labor resources, silica resources, institutional and industrial clustering and other aspects of a qualitative analysis of the comparative advantage industries, and based on the diamond model of the four major elements of comparative advantage and international competitive advantage Relationship between theoretical research. The results show that:in the context of comparative advantage, the industrial easier to train international competitive advantage.Secondly, based on the concept of industrial international competitive advantage, the establishment of evaluation index system of international competitive advantage poly crystalline silicon photo voltaic industry in China, and the use of game theory comprehensive weight weighting method, for China, the United States, Europe, Korea and Japan and several other countries poly crystalline silicon photo voltaic international competitive advantage is calculated on the industry. The results showed that: Chinese poly crystalline silicon photo voltaic industry internationally competitive. From the research, it can be concluded:Chinese poly crystalline silicon photo voltaic industry has a comparative advantage both internationally competitive.Finally, the gray incidence model, analysis and coordination of the comparative advantage of international competitive advantage factors in development, and to obtain more advantageous elements impact on international competitive advantages in the transformation process, and put forward policy recommendations. The results showed that:the greatest impact is the capital, labor resources and institutional factors, the impact is minimal industrial concentration, the industrial average size, average labor productivity and overall energy consumption.
