Our society is in an era in which the market-oriented economy has been basicallyestablished and the social development mode is transforming from Extensive Growth to aNew Normal. Enterprises are facing increasingly complex business environment, thereforethe importance of strategic management is becoming increasingly prominent. For mostenterprises at this stage strategic attention deepens and the theory of strategies has also beenquite rich. However, only a good plan is not enough, a good strategy coupled with goodexecution, it may play its proper role. The implementation and execution of strategy belongto the practical level, while the existing research on these aspects is on one hand relativelydeficient, on the other hand tends to be theoretical and universal. The current study on howto make the use of effective strategy in the enterprise management practice and how to forma systematic management mechanism is relatively insufficient.In a way of theory combined with practice, based on the theoretical study of varioustypes of domestic and foreign strategic execution and practical experiences in strategicmanagement, This paper from the strategic plan, the strategic implementation capacity,quality control strategy and corporate culture, performance management, budgetmanagement to protect the implementation of the strategy effect systematically, combinedwith the actual situation, A Company management business characteristics and existingproblems, Put forward to the effective implementation of the comprehensive strategicmanagement system for construction purposes.Management thoughts such as hierarchicalclassification, structured analysis and closed-loop management are implemented in thispaper so as to realize the refinement and efficient management by using scientificmanagement tools.This paper first put forward a strategy implementation monitoring tool named SixElements of Objectives, that is, strategy implementation process is divided into three stagesof planning, piloting and execution and the three stages are furtherly broken up into sixdimensions namely approaches, mechanism, execution, effects, ability and closed-loop, fromwhich strategy achievements are checked and reviewed so that abnormal is timely identified with quick response.
