The Study On Regional Innovation Environment And Innovation Efficiency Of Enterprises

Enterprise is the most active subject in market economy activity, the promotionof enterprise innovation efficiency is an important way to realize China’s innovationdrive development and build an innovation oriented country, is a way to build anupgraded version of the Chinese economy and achieve the economic path to newnormal. Enterprise innovation efficiency is affected by many factors, although thedomestic and foreign scholars have a lot of researches on innovation efficiency ofenterprises and its influence factors. However, research on the regional innovationenvironment and innovation efficiency of different types of ownership of enterprisesis still relatively scarce. Regional innovation environment have an external impact onthe behavior of innovation subject. State-owned enterprises and non-state-ownedenterprises which located in the same region have similar external social environment,economic environment and natural resources. Therefore, incorporate state-ownedenterprises and the non-state-owned enterprise in the same regional innovationenvironment, to explore how much the regional innovation environment factorsinfluence the innovation efficiency of state-owned enterprise and the non-state-ownedenterprises, the results have important theoretical and practical significance for theimprovement of regional innovation environment, also for enhancing the innovationefficiency of regional state-owned enterprises and non-state-owned enterprises.This paper measures the innovation efficiency of enterprises first, using DEAmodel to measure the innovation efficiency of regional state-owned enterprises andnon-state-owned enterprise. Then sum up the theories of regional innovationenvironment and innovation efficiency of enterprises. The result of innovationefficiency on regional state-owned enterprises and non-state-owned enterprise are asexplanatory variable, set up nine control variables to construct a spatial panel modelof enterprise innovation efficiency and regional innovation environment. Controlvariables include regional opening degree, regional innovation input and regional innovation support policy three aspects. The empirical model compares which factorsof regional innovation environment affect the innovation efficiency of state-ownedenterprises and non-state-owned enterprises. The empirical results show that themarket environment factors have great influence on innovation efficiency ofstate-owned enterprises, while the factors associated with the innovation input havegreat influence on the innovation efficiency of non-state-owned enterprises. Finally,make policy proposal to enhance innovation efficiency of state-owned enterprises andnon-state-owned enterprises, the policy proposal are proposed from the enterpriseperspective and regional perspective, including develop mixed-ownership enterprises,staff innovation, improve the market competition mechanism and strengthen theprotection of intellectual property rights.The innovation of this paper is that considering the state-owned enterprises andnon-state-owned enterprises in the same regional innovation environment, theirinnovation efficiency are affected by the same outer factors. This paper summarizesthree important aspects of regional innovation environment, namely regional foreignopen degree, regional innovation investment, innovation support policy, using thespatial panel model to analyze their impact on the innovation efficiency of thestate-owned enterprises and non-state-owned enterprises. At last, put forward policyrecommendations from enterprise and regional perspective, in order to inspire all theenterprises in the same region to do their best on innovation efficiency and improvethe regional innovation capability as well as the national innovation capability.
