Study On The Impetus And Performance Of Innovation In Chinese State-owned Enterprises

State-owned Enterprises is not only an important subject of independentinnovation but also an important part of the national innovation system. Independentinnovation in the State-owned Enterprises is an important driving force in building aninnovative country. In recent years，State-owned Enterprises continue to increasescientific and technological innovation， especially in the innovation onpetrochemical， steel， telecommunications and aviation industries. As the overallcapability of independent innovation growing， State-owned Enterprises has becomethe impetus of a national innovation-driven development. Despite this， somescholars have pointed out， there is a loss of efficiency in State-owned Enterprisesbecause State-owned Enterprises lack innovation impetus，there is no innovationbecause of low innovation and efficiency. National innovation-driven developmentcan only rely on private enterprises. This theory called "enterprise innovation ability"based on the nature of the ownership is One-sided which ignored continuousimprovement of the efficiency of Innovation in state-owned enterprises andoutstanding innovative achievements of innovation with the model diversification，especially since SOEs reform and increase system innovation and structuraladjustment. Therefore， This will combine the relevant systems and mechanisms toexplore the power and performance of independent innovation in state-ownedenterprises and take measures to improve them.In this paper，the state-owned enterprises’ independent innovation achievementsis the entry point， the dynamic mechanism innovation system is a starting point for innovation research，innovation performance is the research evidence points aim atstudying both the mechanism and the innovation performance of state-ownedenterprises formed to reveal the power of innovation capability from " cause andeffect ". Finally， policy recommendations and measures for the study in the end isgiven for the state-owned enterprises to improve innovation capability from theperspective of innovation systems. First， innovation theories about impetus andperformance of innovation and other relevant literature were reviewed，this papersort out the relationship between innovation， innovation power and innovationperformance in state-owned enterprises on the basis of the study. Secondly，underthe combination of theoretical analysis and empirical research to explore themechanism of state-owned enterprises innovation power， in contrast to theinnovation performance of state-owned and private enterprises，we think state-ownedcompanies also have innovation power and its innovation efficiency is not low.Finally， the empirical analysis of the results point that although there is still lack ofindependent innovation in state-owned enterprises， but they can promotetechnological innovation through system innovation and can make a substantialincrease in state-owned enterprises’ innovation ability. Proposed to improve capitalmanagement system and mixed ownership reform of SOE reform as a top-leveldesign， internally encourage innovative entrepreneurs and employees， thedevelopment of state-owned enterprise innovation culture， increase innovationcapital investment， improve the extrinsic incentives from the market and thegovernment， thus improving the ability of state-owned enterprises to innovate.The innovation of this paper is that from power to efficiency， focus combrelationship between the dynamic mechanism， capability and performance ofinnovation，and make a comprehensive evaluation of state-owned enterprisesinnovation about major achievements and shortcomings. And under the InstitutionalInnovation， this paper study the capability and performance of technological innovation issues， and then put forward， including the development of mixedownership，structural reform of state-owned capital management system innovation，to stimulate the vitality of the state-owned enterprises， increasing innovation inputsand outputs efforts for the enhancement of state-owned enterprises’ innovation ability.In addition， in this paper， with the method of combining theoretical analysis andempirical research， will introduce ownership structure creatively to innovativeperformance evaluation system which enrich the methodological innovation theory.
