Science and technology is the most efficient way and the fastest growing source of power to promote economic development and human wealth increase, which confirms the famous saying in Europe in the18th century:the wealth created by the Industrial Revolution is more than the sum of the production before the modern human society. Since1940s and1950s, the third revolution of science and technology in computer, biotechnology, aerospace technology, atomic energy and other high-tech has directly contributed to rapid development of productive forces, while also makes a lot of economic behavior more procedural, intelligent, integrating and green, which reconstructed the evaluation system of the countries’economic development and their comprehensive strength.Thus, countries pay particular attention to the outcome transformation of this scientific and technological revolution. However, the high-tech industry is characterized as long term, high investment, high risk and high yield, countries have increased their investment in constructing and completing the investing and financing system for high-tech industries. Although China has gradually built a high-tech industry investment and financing system with mutual support of the government and market after the reform and opening up policy, yet, the overall construction of this system is far behind the Western countries. Therefore, a further study and systematic analysis of the high-tech industry investment and financing system is of great necessity, meanwhile, recommendations targeted on improvement of the system is of important theoretical and practical significance.This paper took4national high-tech zone of Anhui Province as an example, constructed an evaluation system of high-tech industry investment and financing with5first-level evaluation indexes(high-tech enterprise factor, financial institutions factor, government policy factor, intermediary service factor and other factors), and22second-level evaluation indexes, which is based on Chinese status of high-tech industry investment and financing system, using feature-based vector method-fuzzy synthetic evaluation method. Then we used the fuzzy evaluation model to analyze the case of investment and financing evaluation system in Anhui national High-tech Zone. The result showed that the investment and financing systems of enterprises, financial institutions, governments and other factors are not yet complete, while the intermediary service system performed quite well in the evaluation. Thus, the overall level of investment and financing system in Chinese high-tech industries is in mediocre level. Finally some relevant recommendations are put forward to consummate the investment and financing system of the high-tech industry, which is followed by the conclusion and future study direction of our paper.
