Development quality of a national high-tech project is directly related to its level of development of high-tech industries and the actual level of productivity,and it will produce a crucial effect on promoting the progress of science and technology, improving production efficiency, the adjustment of industrial structure, improving comprehensive national strength and international competitiveness. In the high-tech project financing process, there are a lot of unknown factors and random factors. The high-risk characteristics about high-tech project and the financing risk which exists in financing process will directly affect the effectiveness of high-tech project’s financing and implementation. Therefore, in order to ensure the high-tech projects financing and implementation smoothly, and raise the necessary funds for the project,it has very important significance for to research the evaluation of high-tech project financing.This paper uses a method that is combination of qualitative and quantitative.First of all,on the basis of summarizing the related documents and theory about the existing high-tech project financing risk, summing up the general project financing risk factors. And on this basis, combining with the characteristics of the high-tech projects and high-tech projects financing, following the principle of scientific, systematic and comprehensive and to identify the high-tech project financing risks that include six aspects of risk credit risk, technical risk, completion risk, production risk, market risk and environmental risks. Secondly,based on the high-tech project financing risk factors which has identified and the most commonly used risk evaluation index of project financing,this paper establishes a risk evaluation index system. By applying the grey system theory and fuzzy mathematics theory, building a high-tech project financing risk grey fuzzy evaluation model to conduct quantitative analysis on high-tech project financing risk.At the same time, in order to prove the model’s validity and practicability, the model has been applied through a children’s network game project beared on Xi’an high-tech enterprises.Finally, in the light of the identified high-tech project financing risk, this paper puts forward the internal and external measures to realize th goal of reducing the high-tech project financing risk and the risk loss. The internal measures is according to different high-tech project finance risk using different techniques under the guidance of five kinds of risk control strategy including risk aversion, risk control, risk transfer, risk dispersion and risk retention. The external measures includes the strengthening of policies to protect and support, the improvement of the relevant legal system and the establishment of project financing risk consultancy.
