After the rapid development of China’s economy, we officially entered a new period of economy restructuring and upgrading. The growth rate of economy is transferring from high-speed to moderate high-speed. Accelerating banking intermediate business innovation has largely become an important direction of China’s commercial banks to promote business transformation and sustain profit growth. Based on this background, this article by locking the research object, discussed and studied the grassroots outlets of the state-owned commercial bank’s banking intermediate business innovation.This paper argued that the ultimate footholds of banking intermediate business innovation are grassroots outlets that happen to deal directly with the market and customer relationships. The study, which focused on the grassroots outlets of state-owned commercial banks, will help us examine some micro issues of concern among the process of intermediate business innovation. Referring to the elaboration of common economic organization attributes by the academia world, this paper argued the attributes of the local branches of the state-owned commercial banks. My result is, on one hand, state-owned commercial banks grassroots outlets possess the "market property", which has increasingly become the main force of their resource allocation; on the other hand, they own the "institutional property", which adapts to the transition process of China’s economic system.Combining with the awareness of the property of state-owned commercial banks grassroots operating outlets, this paper discussed the existence of operation according to authorization among grassroots outlets,"one person in charge institution", guiding by planned rules, under the current state-owned commercial banks organizational structure, and by building a simple decision model, this paper had a detailed analysis of the impact of factors such as risk, cost, human capital to the state-owned commercial banks grassroots outlets’banking intermediate business innovation. Then, this article will combine the theoretical conclusions with the reality, and propose research hypothesis in the aspects such as regional economic development, market competition, management capacity, and internal assessment, and so on.Based on the sample data from one state-owned commercial bank in Hangzhou, we use SPSS statistical software for analysis. We verified the proposed hypothesis by finding that the proportion of intermediary business tasks, the operating capacity of the main person in charge, the tenure of the main person in charge and the loan size have a significant correlation with banking intermediate business innovation income of stated-owned commercial banks grassroots operating agencies, which is consistent with the article’s understanding of decision-making mechanism and the special attributes of the grassroots operators of stated-owned commercial banks. But it also found that the regional economic development, the age of the main person in charge, span of control, deposit size, market competition have no significant correlation with the banking intermediate business innovation income of stated-owned commercial banks grassroots operating outlets.This article will focus on the study of state-owned commercial banks grassroots outlets and the intermediate business innovation, from which we get some help to broaden the understanding of the topics conclusions, but at the same time due to the restrictions of author’s study capacity, this paper still has sample selection shortage in the theoretical analysis and empirical study, which remains to be further studied by the author.
