Research On The Countermeasures Of Hainan Province Rural Poverty Reduction And Development

As one of the three problems of human society, Poverty has been the focus of our rural work. In the past30years of our country’s rural areas poverty alleviation policy has made some achievements. Especially in recent years, with development of society and economy, providing favorable policy support.However, because our country rural economic, political, social and cultural development imbalances and natural disasters and poverty to individual life and the state’s comprehensive influence, makes our country rural poverty alleviation work hard. Therefore, under the guidance of the China’s rural poverty alleviation mode, according to the characteristics and development of the region, district of China will carry on the local poverty reduction policy.Hainan province of China anti-poverty research has experienced several decades, but the effect of poverty and economic development is still relatively backward. With development of economy, people’s livelihood problem is outstanding, the development of some poor model for regional poverty alleviation pattern provides practical experience. In recent years, under the background of the construction of international tourism island of hainan province, explore the improvement measures of poverty reduction countermeasures of hainan province.Based on funding of hainan province as the research object, under the poverty and poverty reduction theory,using the method of empirical analysis and literature description system probes into the problems existing in the hainan province rural poverty alleviation, reference and draw lessons from successful experience poor governance at home and abroad, and put forward the countermeasures of rural poverty reduction.This paper is divided into six main parts:(1) Introduction:The background and significance of Hainan province rural poverty reduction strateg optimization research.Introduce the research framework, content, methods and innovation and deficiency of this article.(2) Review the theory and literature:This article will narrate the ability of poverty theory, social exclusion theory and poor governance theory.The paper reviews and describes the development trend of domestic and foreign research.(3) China’s rural poverty alleviation and their architecture:describe the development of China’s rural poverty alleviation,on the basis of evaluation of policy, characteristics and the effect of poverty alleviation, establish a diversified rural poverty governance framework.(4) Empirical analysis:This paper takes qiongzhong county as sample,on basia of sample demonstration village background of poverty alleviation, through the questionnaire survey and data analysis to the effect of poverty alleviation, and analyze the problems of hainan rural poverty alleviation.(5) Countermeasures:Firstly, reference the experience of successful poverty alleviation; Secondly, provide the new concept for disposal of diversified rural poverty; Thirdly, improve the ability of poor rural governance; Fourthly, establish targeted poverty alleviation policy;Fifthly, establish perfect management system and operational mechanism for poverty alleviation.(6) Conclusion:Put forward the conclusion and future research direction.The research achievements that provide the path of poor governance of hainan province, at the same time support and practical experience of poverty alleviation for other areas of China.The research results of this paper is through the optimization of rural poverty reduction strategy of hainan province, promote the perfection of China’s rural poverty alleviation system, is helpful to realize the sustainable development of regional economic and social with the goal of building a harmonious society.
