The Research On Development And Management Of The Songhua River Waterfront Economy Project In Harbin Section

The relationship between city and water is close. The waterfront is the key areawhich can impact on the healthy progress and sustainable development of thecity.With requirements of the development of the global"Theme City"and"RegionalCompetition",the country around the world links itself with its own stage,conditionsand opportunities, and lots of useful researches and practices for vitalizing waterfrontis undertaken from the aspects of technical,environmental,economic,and politicalfactors of the development of the city.These researches and practices are the majormethods which can be the solution to the urban problems such as environmentaldeterioration,economic recession,poverty,etc. Therefore, the paper carry on the studyon these researches and practices to grope for the major strategy of the developmentand management of the Songhua River waterfront economy project in Harbin section.The paper based on the theory of project management mainly analyzes andstudies the conditions of the pace between the East and West Bridge of high-speedbeltway of the Songhua River in Harbin section,the navigation in river course whichis the extension of500meters from each side of the banks, the shore and islanddevelopment, spatial distribution of the banks, the construction of infrastructurefacilities,and industry development.It analyzes the main problem that exists in theprocess of development and utilization of waterfront resource of Harbin at presentand attempts to offer theoretical reference for the technique and method ofcomprehensive development planning and control.In the perspective of the overallplanning of the whole Harbin and from the aspects of consolidating the top design,improving infrastructure facilities,enhancing ecological protection andrestoration,implementing planning and management,promoting industrialdevelopment,and intensifying the efforts of publicity,the measure to the system ofthe development and management of the Songhua River waterfront economy projectin Harbin section is proposed. In this paper,the material about the development and utilization of the SonghuaRiver waterfront in Harbin section is collected and analyzed firstly and further insightinto the present research background and situation is gained.Qualitative analysis andempirical analysis are adopted secondly to do the research on the waterfront cities,and therefore the principal factors that influence the development of the waterfrontresources in the section of Harbin are summarized.The fundamental cause of existingproblems is further analyzed to get the effective mechanism of the development andmanagement of the Songhua River waterfront economy project in Harbinsection.Feasible policy advice and measure to make the Songhua River waterfronteconomy project in Harbin section further bigger and stronger is proposed in the end.This paper has an important effect on the theory and practice to direct thedevelopment of the Songhua River waterfront economy in Harbin section.
