Research On Problems Of Rural Poverty Reduction Based On Water Resources Utilization In Songhua River Basin

Rural poverty is one of the severest challenges faced by human society today. Rural poverty reduction is thought as the best, but also the most difficult, way to crack this problem. The popular general poverty theories hold the opinions that poverty in local region occurs when the comparative disadvantages with other regions exist in the development. But in Songhuajiang Basin, the natural resources are rich and agriculture is highly developed, but the poverty is somewhat common phenomenon. How to understand this puzzling poverty is a first and most important thing to local region development.In order to answer how to solve the poverty of Songhuajiang Basin, we should first make clear what results in the poverty of this basin.The popluar theories of poverty can deal with the machnisms of poverty, but can't answer what exact reson of the poverty, especially for the puzzling poverty of Songhuajiang Basin. We think that the rich water resource of Songhuajiang Basin, as the most important evidence for its rich natural resource, is the key way to deal with poverty of this region. It is for this reason that we choose water resource to study the poverty of Songhuajiang Basin.This paper intensely considers the relationship between rural poverty and utilization of water resource, and answers straightly the causes of the poverty in the basin. Although the idea of the research on the poverty is totally new, but the theoretical basis of our research is rather solid. This paper systematically summarizes the relative of the theories and practice. Although the theories we metioned seem more general and the practice seem unrealisitic to the case of Songhuajiang Basin, it does provide the direct instruction on the research. The paper analyzes the poverty phenomina from multiple prosepectives.This paper has found that although the Songhuajiang Basin has rich water resource, the the water has been polluted to some extent which debases the qualtites of the water and lead to disease-caused poverty. Meanwhile, the water resource has unreasonable structure to lower the loading capacities. We further investigate the reasons of the abnormal phenomina. We find that the special property character is main reason. But the government lose its roles to guide the agents in market is also an important reason.This paper discusses what measures we can take to reduce of the poverty in the Songhuajiang Basin. The measures have rich contents, covering all the problems involved. We demonstrate the feasibility of proposes by case of Fuyu county.The innovations of this paper include proposing the rural water resource property institution, and giving out a tentative idea of water resource market, which has great meaning on the instruction of the practice on the poverty reduction.
