Research On Process Improvement Of Tobacco Settlement Funds Accumulation For Postal Savings Bank Of China Tieling Branch

As tobacco industry enjoys huge market potential, tobacco cash sweep settlementhas become a hot business for financial institutions to fight for, and the marketcompetition is fierce. With the rapid development of network technology ande-commerce in recent years, fund settlement mode is under multiplex development,and tobacco settlement systems have been launched in succession by financialinstitutions to seize market shares. In addition, tobacco companies and cigaretteretailers also put forward diversified demand. As a result, the old tobacco cashconcentration system of Tieling Branch could not match the market advance, and itis imperative to optimize the existing single settlement mode and process. Thevariety of customer or customer needs has set higher requirements for tobacco fundcollection process of Postal Savings Bank of China Tieling. Based on TielingBranch’s existing settlement process for cigarette retailers debit card, the paper setsforth the research on proposals of different settlement process, such as credit cardsettlement, online payment and inter-bank settlement, so as to enrich and optimizetobacco cash sweep process.By mainly combining qualitative research, quantitative research and comparativestudy, this article proceeds with analysis and reengineering for process of TielingBranch’s tobacco cash sweep program. Directing at funds flow demand of thetobacco industry, applying basic industrial engineering approaches like workmeasurement and operation analysis, using quality control tools, combiningmanagement theories as lean production and program management, this paperanalyzes and studies process management of Tieling Branch’s tobacco cash sweep program, and then transforms and optimizes the lean process of funds settlementwhich meets the demand of tobacco customers. The thesis is consisted of thefollowing four parts, introduction, operation flow situation and problem analysis ofPostal Savings Bank of China Tieling’s tobacco settlement funds concentration,optimization design of business process and implementing guarantee of businessprocess optimization. This paper firstly gives out the background, significance andcontents of the research, as well as research methods, upon introduction of thedevelopment of Tieling Branch’s tobacco cash sweep program. And then, on thestrength of the knowledge of Tieling Branch’s tobacco cash sweep business, it statesthe study on the following four main processes, signing contract with tobacco retailer,liquidation of tobacco fund intermediary business platform, settlement of tobaccofund payment and error handling of tobacco cash sweep. With the adoption ofmethod flow analysis like investigation method and work measurement of the timestudy, the main problems existing in the process and the key reasons to them wasfound in the article, and also the direction of improvement was explained. On thisbasis of all the information mentioned above, a set of collection settlement proposal,which is more effective, is put forward towards signing contract with customers,clearing platforms and balance payment for Tieling Branch’s tobacco cash sweepbusiness. Finally, the thesis presents concrete measures for ensuring theimplementation of process optimization that covers the establishing of organizationalguarantee for implementing business process optimization, setting up informationsystem matched with the optimized process, building staff training system based onthe optimized process and improving the incentive constraints mechanism of theenterprise.
