Research On Governmental Responsibility In The Construction Of Affordable Housing In Small And Mid-sized Cities

Affording housing is an integral part of policy to improve the housing and real estate market system. Affordable housing project is the landmark to improve the livelihood during the Twelve Five-year Plan, but also an important economic task in the current and the next few years. At present, the construction of affordable housing has become the focus of government work and aroused wide concern of the people in some major cities,such as Beijing,Shanghai,Guangzhou. In contract, the construction of affording housing in small and mid-sized cities is still in the exploratory stage. It has occurred the sign of copying metropolitan development model. It not only violates the principle of local conditions, but meets the housing needs of low-income populations inefficiently. Therefore,the article explores the suitable model of the affordable housing construction for China’s small and mid-sized cities from the perspective of government responsibility and takes Zhangjiakou City, Hebei Province for example.The article obtains and analyzes relevant data through field surveys taking Zhangjiakou for example. It summarizes the development achievement and the problems in the construction of affordable housing in Zhangjiakou. The lack of planning, the imperfect part of policies and legal system, a serious shortage of funds, the supply shortage of and resources and the lack of government regulation are the major problems. The lack of enthusiasm of the government, the policies and regulations mechanism is not perfect, the government regulation mechanism is not perfect and the lack of government execution are the main reasons. It reflects the general problems in the construction of affordable housing in small and mid-sized cities.Through in-depth study of Zhangjiakou City and learning from successful experience in the construction of affording housing of developed countries and advanced cities, it proposes measures to strengthen government responsibility in the construction of affording housing which is followed the principle of local conditions. The government needs to clear the responsibility to strengthen government-oriented and build rational planning and mode in the construction. Also, it needs to improve the laws and regulations,increase the investment and improve the supervision mechanism to promote the construction of affording housing comprehensively in the small and mid-sized cities.
