The performance and advancement logistics facilities and equipment is animportant manifestation of logistics technology level. For the majority of our logisticsenterprises, they exist lots of problems, such as the backward equipment maintenanceconcept, lack of scientific basis for determining maintenance strategies, equipmentfailure accidents occurring frequently, high maintenance cost and so on. Consideringthe cognitive uncertainty factor affect caused by the amount of work of logisticsequipment or operations personnel experience, this paper studies the condition-basedmaintenance of logistics equipment, establishes an condition-based maintenancemodel on Markov decision process and studies the robust optimization, which havingimportant theoretical value and practical significance for optimizing manpower andmaintenance resources and improving the efficiency of equipment management.First of all, this paper sums up the theoretical foundation of the logisticsequipment maintenance, summarizes the characteristics of Chinese logisticsequipment maintenance and problems on the basis of the classification of logisticsequipment; around the condition-based maintenance, it analyzes the connotation,characteristics and structure of condition-based maintenance based on thedevelopment status of the early and the modern equipment maintenance theory.Secondly, this paper determines the applicable condition-based maintenancelogistics equipment based on the evaluation of the degree of importance; and then,based on the analysis of logistics equipment condition monitoring technology choicesand the determination of intervals, this paper focuses on the importance of theequipment condition for the condition-based maintenance and expounds the Markovprediction method’s advanced nature and feasibility using to forecast logisticsequipment condition by the comparative analysis of the pros and cons of variouscondition prediction method.Meanwhile, in view of the logistics equipment parts applicable tocondition-based maintenance, this paper divides the equipment degradation into finitestate of degradation, and regards the minimum logistics equipment maintenance costs (refers to long-term discount cost) as the goal, takes into account the influenceof the logistics of parts, downtime and other factors to establish the condition-basedmaintenance model of logistics equipment on Markov decision process(referred toas a non-robust model);this paper abstracts the cognitive uncertainties caused by theamount of work of logistics equipment or operations personnel experience to a[0,1] level of uncertainty parameter, then,applies the Hurwitz criterion to set theoptimistic level parameter to adjust the preference between non-rubust and MINMAXrobust method to realize the robust optimization for the condition-based maintenancemodel for logistics equipment.Finally, combining with an instance of A enterprise, this paper conducts theapplied research of the condition-based maintenance model for logistics equipment.We select the crane logistics equipment and detect the crane girder. First of all, forthe non-robust maintenance model, this paper analyzes the equipment maintenancepolicy and the cost difference in two cases of equal and unequal monitoring cycletesting cycle; then, this paper solves the robust maintenance model, presents themaintenance policy in robust method, and conducts the non-robust and robustmaintenance strategies evaluation. The research result shows that the robustoptimization model presented in this paper significantly reduces the maintenancecost when there is very great uncertainty in decision-making. If policymakers thinkthe MINMAX method is too conservative, we can use Hurwitz criterion as analternative.
