| Pharmaceutical wholesale enterprise is an important node of pharmaceutical supplychain. For pharmaceutical wholesale enterprises, scientifically evaluating its own logisticsservice capability and establishing efficient, fast and safe drug delivery system haveimportant practical significance and research value for completely eradicating fakemedicines, reducing the risk of drug safety and improving enterprises’core competitiveness.Firstly, the paper illuminates the importance of pharmaceutical wholesale enterprisesscientifically understanding and evaluating its own logistics service capability by reviewingthe domestic and foreign similar researches on pharmaceutical logistics and logistics servicecapability, makes the connotation and characteristics of pharmaceutical wholesaleenterprises clear, analyzes the logistics service mode and the logistical currently developingsituation of pharmaceutical wholesale enterprises in China, and summarizes the fivecurrently main problems of pharmaceutical wholesale enterprises’ logistics service: thedrug circulation scale and intensive degree is not high and modern pharmaceutical logisticscenters are lacking; pharmaceutical logistics distribution network is imperfect, distributionservices having a large difference between central cities and remote areas; the attention ondrug inventory control is inadequate so that drug resources cannot be reasonably utilized;pharmaceutical cold-chain system is not sound, lack of normative management standards;the cultivation mechanism of medical logistics talents is defective, being lack of advancedmedical logistics professionals.Afterwards, the paper defines the connotation of pharmaceutical logistics servicecapability which is subdivided into five kinds of abilities in accordance with thepharmaceutical wholesale enterprises logistics service capability assessment indicators thatwas the industrial standard released by the ministry of commerce of the People’s Republicof China on December1,2012. The five kinds of abilities respectively are the ability ofstatic logistics elements, the basic ability of pharmaceutical logistics service, themanagement ability of medicine quality, the ability to control risk of medicine safety andthe innovation ability of pharmaceutical logistics. Then the evaluation index system ofpharmaceutical wholesale enterprise’s logistics service capability is established from twodimensions of logistics elements ability and logistics operation ability and the calculationmethod of each index is provided. At the same time, the model of determining combination weights is built by uniting the analytic hierarchy process (AHP) and entropy weight method;the grey correlation evaluation model of pharmaceutical wholesale enterprise’s logisticsservice capability based on the combination weights is established after giving the criteriaof grey correlation evaluation in combination with the characteristics of pharmaceuticalwholesale enterprises’logistics service.Finally, the paper makes an empirical analysis on the logistics service capabilityevaluation of pharmaceutical wholesale industry enterprises by estimating the selectedsample companies, thus the feasibility of evaluation model is tested. The evaluation resultsshow that the built combination weights-grey correlation evaluation model can veritablyreflect the current situation of pharmaceutical wholesale enterprises’ logistics servicecapability in China, and provides case references and evaluation methodology to helpenterprises optimize the logistics service management and improve the level of logisticsservices. |
