Water and soil resources are the fundamental and important resources for humansurvival and development. Not only related to the earth ecological environment, butalso the distribution pattern of soil resources connects with the way of thedevelopment and utilization. As the important region of Shandong Province, Jinancity circle lacked the water and soil resources, and the development way is notreasonable. Soil and water resources,development rate is too low, the land resourcedistribution pattern don’t match. It is very important to research on the area of soil andwater resources optimization, to solve the contradictions of the Jinan city circle waterand soil resources, to strengthen and improve soil and water resources developmentand utilization. To improve the ecological environment of the area and to promoteregional economic development has the vital significance.Based on the analysis of Jinan city circle water and soil resources driving factors,we establish the soil and water resources optimization allocation model. From theperspective of sustainable development, combining the principle of regional economic,social and ecological benefits, we analyzed the space distribution features of regionalsoil and water resources, the exploitation and utilization present situation and thechange trend and driving factors. We also construct the soil and water resourcesoptimal allocation model of Jinan city circle based on GIS. On this basis, we evaluateand analyze the model, put forward a series of measures about the optimization ofwater and soil resources.The main research conclusions of the Graduation Thesis:Based on Jinan city circle1:1000000statistical data of water and soil resourcesand land resources data sets and all kinds of thematic maps, we evaluate and analyze the region of regional soil and water resources space-time distribution characteristicsand the development and utilization of the situation. The results show that there was aterrible shortage of Jinan metropolitan circle on the total water resources, and the percapita water resources are far below the national standard level. The distribution ofwater resources area was imbalance, and the way of the development and utilizationwas too single, and the level of development and utilization was too low. Thosefactors severely restrict the regional economic and social development. At the sametime, the regional land use and land suitable for development of classification areinconsistent and dislocation and the contradiction between utilization structures werelarger. The development and utilization of land resources was in the medium level.Through the analysis of statistical data, combining with the spatial analysisfunction of ArcGIS, we analyzed the change trend of the soil and water resources ofJinan city circle and the driving factors. Jinan city circle industrial, agricultural anddomestic go through four stages. Those stages are low stability, increases obviously,slightly reduce and gradually stable. It can be seen that the utilization structure on theproportion of agricultural water slowly become smaller, industrial water and domesticwater reflects the trend of increasing year by year. Climate, population, economicdevelopment, and repeat water use ratio are the main driving factors in the change ofJinan city circle water using. The driving factor about land structure change includedpopulation growth, urban industrialization, etc. In Jinan city circle, arable land andconstruction land are concentration in the plain region. The interactions on the varioustypes of land always transfer and occupy. Those affect the land use structure.Based on the thought of system engineering, we established Jinan metropolitancircle water resources optimal allocation model. We also established the decisionvariables and the constraint variables by using the method of multiple objective linearprogramming, and then get the optimal results. We make qualitative analysis about thearea of the water system and water system and then put the water resources optimumdesign results to the Transmission and distribution system allocated to eachdepartment. Based on the water resources optimum design, the quantity of water resources can be do some small adjustments, but it must to be strictly guaranteedwithin the permissible percentage. From the feedback information that the optimalallocation system provided, we can constantly optimize and allocate repeatedly. It canprovide us more valuable results for future optimization configuration optimizationscheme and configuration.Through establishing the constraint condition of the decision variables of theobjective function, multi-objective optimization model is set up. We view the decisionvariables as land use type, the water as constraint conditions, to pursuit themaximization of economic benefit, social benefit and ecological benefit. Thereasonable land use structure of Jinan city circle is cultivated land, construction land,forest land, grassland, water area and other unused area. By comparing the status quoof2010years, we analyze the data of regional GDP, the proportion of secondary andtertiary industries, departments of water resources demand. Through the analysis ofthe constraints, let the corresponding land properties reflect on the map, and putforward practical measures and solutions for the optimal allocation of land resources.Given the scarcity of Jinan metropolitan area, the per capita water resources istoo low and the development and utilization of land resources has certain irrationality.The matching pattern of the land resources has dislocation phenomenon. Werespectively established the water and land resources optimal allocation scheme basedon GIS about Jinan city circle, and we analyzed and evaluated the results. But due tothe development of the society and protection with the joint efforts of the wholesociety can be realized, thus the optimal allocation of water and soil resources callsfor all aspects of the social forces, for example, strengthen the coordination betweendepartments, take the necessary measures and solutions. This paper is respectivelyby five aspects from the perspective of economic, legal, ecological civilization,management system, engineering facilities improvement. This paper also expoundsthe improvement schemes and measures about Jinan metropolitan area of soil andwater resources optimal allocation. To a large extent, it has important guidingsignificance and reference function for Jinan city circle economic and social development and ecological civilization construction, it is also very important forJinan metropolitan area managers, policy makers and planners. It can put forwardvaluable opinions and Suggestions to promote Jinan city circle to the sound and rapideconomic and social development. It is committed to continue to make the Jinan citycircle to the core region of Shandong province and during the period of "twelfthfive-year" to become the key area of the "one yellow and one blue, a circle, an area".It also becomes the layout of the pilot study under the state council. It will become tobe a connection hub between the Beijing-Tianjin wing economic zone, the YangtzeRiver delta economic zone and the Bo Hai economic circle, and even become theimportant composition department of the economic cooperation in northeast Asia.Thesis research results have important significance to promote the sustainabledevelopment and utilization of water and soil resources, it is also very important toimprove the ecological environment for Jinan city circle.
