In the areas of arid and semi-arid, the land use potential is subject to the water resources, Theutilization potential of water and soil resources were often measured respectively, some areasdeveloped the irrigation areas blindly, and water and soil resources didn’t match, these intensifiedthe deterioration of the local ecological environment. Therefore, on the basis of consideration ofthe regional economic, social and ecological benefits, the resources potential of water and land useshould be combined,in order to implement the comprehensive measure. At the same time, thecalculated results were spatial visualization expression.The research results will have the greatsignificance for formulating the plans of water conservancy and agricultural department, as wellas the scientific configuration of national people, money, material resources, and improving theutilization efficiency of water and soil resources.Because the land resources is unable to move, we can only through the way of land use oradjustment of planting structure to achieve the optimal allocation of land resources. Through thecorresponding hydraulic engineering (water diversion, water delivery,water distribution), waterresources could be the optimal allocation of space and time.Based on the above consideration, thematching index of agricultural water and soil resources was put forward. Based on this, consideringthe regional economic, ecological and social benefits, the connotation and the calculation methodsof water and soil resource utilization potential were also put forward. Finally, according to theactual situation of Inner Mongolia Hetao irrigation district, the water and soil resources matchingconditions of hetao irrigation district was evaluated. Considering the future climate change and thedevelopment of water-saving technology level, under the different scenarios of Hetao irrigationarea, the water and soil resources potential and the results of the water resources optimizationallocation were proposed, the visualization expression of water and soil resource utilizationpotential of Hetao irrigation area was realized. The main contents of the paper are as follows.(1) On the basis of discussion the connotation of water and soil resources matching and itsinfluence factors, water and soil resources matching indexes and its calculation method wereproposed;(2) Using the water and soil resources matching index as the core,the connotation of the waterand soil resource utilization potential and its calculation method were put forward. Meeting theconstraints of the arable area, water resources and food demand, and considering the benefits ofeconomic, social and ecological, the satisfaction function was built, with the goal of maximizingthe satisfaction function value, the water and soil resources were optimized allocation, and the soiland water resource potential was calculated;(3) Taking the Hetao irrigation area for example, the application research was performed.Selected2010as status quo year, the water and soil resources matching condition was analyzed,and the result showed that the water and soil resources matching indexes of Hetao irrigation area (I=0.872)and its irrigation fields were all less than1. Using2015and2020as the near-term andlong-term level year respectively, the water and soil resources potential and the results of the waterresources optimization allocation were proposed under different climate scenarios of Hetaoirrigation area, and the visualization expression of water and soil resource utilization potential ofHetao irrigation area was also realized by GIS.Under the prerequisite of economic development asthe leading, result after Optimal allocation showed that the economic, ecological andcomprehensive benefits increased, while the social benefit reflected by food crops declined, thescenarios, and the comprehensive benefit (12,634,560,000yuan) and the utilization potential value(1,434,540,000yuan) in the A2scenario of2015.Economic efficiency, ecological benefits of eachirrigation field increased, while the changes in the social situation were various, the water and soilresource utilization potential of each region is also different, those of Yongji irrigation field andWulate irrigation field under different scenarios were large。... |
