On December2013, the Central urbanization work conference putforward that urbanization is an irresistible trend of modernization construction.Since reform and opening up, the urbanization development of China madegreat progress, and the rate increased from17.92%of1978up to54.77%of2014. However, the old urbanization extensive development pattern severelyrestricted cities’ healthy and sustainable development because of its high-energyconsumption and poor economic results. The Eighteenth National Congress ofthe CPC clearly required to bring the ecological civilization construction intothe top-level strategic planning---“Five in One”, in developing and constructingChinese economy. Meanwhile, it stated that the development pattern base onecological civilization should be the ultimate choice of future city development.The main driving force for the joint development of economy gain andecological balance is the ecological innovation ability of cities. According to therequirements proposed on the fifth plenary session of the sixteenth centralcommittee to create a innovative country; drawing lessons from the westerncountries who adopt innovation ecosystem into regional innovation systemconstruction; conducting researches on Chinese innovation ecosystem,conclusion can be derived that this development pattern meets the requirementsof both economic gain and ecological balance.The study object of this paper is the city’s innovation ecosystem, and themain research questions are its life circle, methods and judgment. This researchcombines the new-type urbanization, innovation ecosystem and close degree oftheory of the fuzzy matrix with the research, and adopts the method ofqualitative and quantitive analysis, to study the construction background of the new-type urbanization. The thesis elaborates the elements and logical structureof Chinese city’s innovation ecosystem; analyses its life cycle andcharacteristics in different stages, and picks out the rationalized evaluationfactors. Subsequently, aiming at the internal complexity of the system, theauthor adopt the multi-object classification matrix based on the close degree oftheory of the fuzzy decision, in order to evaluate and judge the life cycle of thesystem. In the end, taking Taiyuan’s economic, social development, naturalenvironment and technological resources into consideration, this paper conductsthe evaluation of Taiyuan’s innovation ecosystem in the context of new-typeurbanization, and verify the effectiveness of the evaluation model.Through researches, it is reasonable to find that:Firstly, the process of innovation ecosystem of city and from junior tosenior evolution process of new-type urbanization showed a high degree ofconsistency.Secondly, the urban innovation ecological system consists of foursubsystems, which innovation ecological community, innovation resources,innovation environment, innovation and ecological basis. Therefore, its lifecycle including the embryonic stage, the primary stage, the high-speeddevelopment stage, the mature stage, the decline stage.Thirdly, according to the current development situation of Taiyuan city andthe qualitative researches and the quantitative analysis, Taiyuan city is in itssecond phrase of innovation ecosystem, which can be derived from the criticaldemonstration studies, in accordance with the stage of the actual developmentlevel of consistency, it turns out that the measure results agree with the realstandard, which proves that the efficiency of the assessing model.Heavy and difficult article and the possible innovative points of the thesisare:(1)Combining the New-type urbanization with the city’s innovationecosystem, and basing on the perspective of the life cycle of innovation ecosystem, this paper offers a new avenue for the healthy and sustainabledevelopment of the cities.(2)Through analyzing the relevant documents, selecting rationalizedevaluation factor by adopting SOP model, and constructing the ecosystem lifecycle evaluation model based on the close degree of theory of the fuzzy matrix,this research sets a good example for other cities, and provides a feasible way ofrealizing the joint development of economy and ecology.(3)By evaluating and studying the development situation of Taiyuan, thethesis enables the decision-maker to recognize the development rule and thecurrent situation scientifically, and enables them to put forward point-to-surface,part-to-whole policy suggestions from macro, meso and micro perspectives.
