The Study On The Improvement Of Left-behind People’s Agricultural Science And Technology Capabilities

With the acceleration of the progression to socialist modernization, a great number of surplus rural labors have migrated to cities and towns, which left more tasks of the construction of socialist new countryside to the people left behind in rural areas. The author studies the status quo of the agricultural science and technology capabilities of rural left-behind people in five aspects:rural left-behind people’s family structure, science and technology consciousness and opinion, scientific culture level, production skill mastered and applied science and technology, by means of researches on a large amount of documents, questionnaires carried out on rural left-behind people of villages and towns whose families are local, and the research method of personal interview. The author studies the measures to improve the agricultural science and technology capabilities of left-behind people in the country in three aspects including the training of agricultural technology, agriculture technology extension and organizational degree. On this basis, some problems existing in the promotion of the agricultural science and technology capabilities of rural left-behind people are discussed and exposed:the first is that their mastery degree of science and technology knowledge is not high; and the second is that the agricultural extension system is imperfect; Third, the single mode of training of agricultural science and technology; fourth, the communication channel of the agricultural science and technology information is single; fifth, lack of investment and transformation of the agricultural science and technology. The author also investigated three constraints about promotion of science and technology capabilities, namely own factor of rural rangers, factor of rural education system, factor of government policy, from problems of promotion of science and technology capabilities. At the end of the article the author puts forward some suggestions to help rural officers enhance the capabilities of agricultural science and technology, and hope it can solve the problem of rural left-behind personnel agricultural science and technology quality is low, and play good reference to the construction of the socialist new countryside in China.
