With the rapid development of China’s economy, accelerated urbanization, increasingly prominent contradiction between people and the vast rural areas, but there are a lot of abandoned arable land, homestead land idle and inefficient phenomenon. Defining and driving factors of idle land in rural areas is an important part of the analysis of the formation mechanism of idle land, but also realization of the theoretical basis of efficient use of land resources.Based on the research project task force "Research On The Use Of Idle Land In Rural Areas Of The Two Types Of Social Construction". On research in the area of Liling City, through questionnaires, field survey, summarized characteristics of idle land in rural areas, and defined the connotation of idle land in rural areas, means within the existing range of the countryside has been developed, but is not being used or underutilized in the state, which is not conducive to agricultural production and the influence intensive and economical use of collective or state-owned land. Judge whether rural land is idled, not only depends on whether the land is utilized in the form, more important is to see the main land use features,whether to use fully reflect the value or economic. According to field surveys in rural areas of idle land use types, in accordance with the specific purpose and characteristic of the use, the two categories of idle land in rural areas, which are divided into idle agricultural land and idle land for construction. Propose ways to identify whether idle agricultural land can be identified from idle degrees and multiple cropping index, determining whether construction land idle land from the actual utilization and time. Due to rural idle farmland and homestead are two main types of idle rural land, therefore, for example to arable land and homestead, using Logit model to analyze the driving forces of cultivated land idle, qualitative analyzed driving factors of the homestead idle. The final conclusion is:economic factors are the most important factors leading to farmland idle; the policy factors of imperfect rural land system resulting in land idle; locational factors are important factors affecting rural homestead idle; rural homestead lack of effective management the mechanism is also one of the causes of its idle.This study puts forward idle rural land management strategies and suggestions, that is, reduce the number of farmers; promote the diversification of farmers who work in local area; establishing effective monitoring mechanisms and land transfer mechanism.
