Study On The Utilization Of The Idle Land In Rural Areas In Lengshuijiang

In recent years, a large number of the idle land has appeared in rural areas which wasted the land resources, intensified the contradiction between people and land, hindered the development of social economy, and brought serious challenges for building a harmonious society and a new socialist countryside. Relying on the exploitation of resources led the rapid economic growth, air, soil and water pollution is serious in Lengshuijiang, especially the heavy metal pollution. As that, it is urgent to study on the utilization of the idle land in rural areas in Lengshuijiang.Based on the utilization of idle land in Hunan Province, study on the utilization of the idle land in rural areas in Lengshuijiang,the conclusions as follows:(1)The paper defined the connotation of the idle land in rural areas, which include agricultural land and non-agricultural construction land. Idle agricultural land is divided into explicit and implicit. Propose that we can define the hidden idle agricultural land by intensity of land use, and build indicator system for agricultural land and identification. Non-agricultural construction idle land is that without normal use more than one year and outside the cities and towns.(2)Analyzed the status and distribution, and summarized that legal system, economy, environment, resources are the major factors, which caused the idle land in rural areas in Lengshuijiang, especially the environmental pollution.(3)From qualitative and quantitative aspects, classified idle land in rural areas, constructed the evaluation index system. Using factor analysis, classified idle land in rural areas by causes, the types are planning and control, resource depletion and environment-polluting, poor economic strength and effectiveness of low-type. The evaluation is that twelve townships in compound 8,4 single type.(4)With the classification of idle land in rural areas in Lengshuijiang, advanced corresponding management methods and suggestions about idle land in forming administrative measures, for example, perfect laws and regulations, increase the disposition, reform administrative examination and approval system; economic measures,for example, tax the idle land, paid for using land; and technical measures such as strengthen environmental protection, establish the information systems for idle land use and so on.
