At present, more serious phenomena of extravagance and waste of land resources is one of the existence of large amount of unused land.Clean-up idle land investigation is currently an important part of academic research.Eighty years from the last century,"Urban Real Estate Administration Law","Land Management Law" in 2008,"the State Council on the promotion of economical and intensive land use notice",to the Land and Resources released the"strict construction land management for approval without with the land use notice",each stage has different levels of policies and regulations,which purpose is to promote the investigation of idle land, disposal and use.But the phenomenon such as a persistent ailment is difficult to cure. Idle land generates for some reasons,some experts attribute these to the current land managemental system,and the media is that its developers from hoarding land speculation.This paper uses the theoretical analysis and empirical analysis,combines qualitative analysis with quantitative analysis and induction summary after the first analysis reasons.The foundation theory is the method of urban land economics,land economics,real estate economics.The analysis from the idle land of domestic and theoretical research,idle land policy change in China,land economics theory,the formation of kunming idle land,idle land qualitative analysis.In order to explore to establish the supervision system of kunming idle land.In the theory of unused land research and policy changes part of domestic scholars,this paper expounds the definition,classification research,genetic study,which disposal and use the research, monitoring methods and policy research,idle land law in China and abroad change research status.In the idle land causes a qualitative analysis of land use from kunming part,through the analysis of the status of kunming,points out the surface layer of idle land formation reasons and deep institutional reasons.The cause of the idle land in the kunming quantitative research part,using factor analysis,the grey correlation degree analyse method to find out the mainly influent factors of kunming land unused and the size of the affecting factors.Based on comparison and the economics of idle land are given prevention advice,exploration of kunming land after established for the supervision system.Finally,in this paper summarizes and deficiencies put forward these.Exploring land of kunming for establishing a part of this article after the regulatory system innovation points.Through to the idle land formation,classification, in order to explore the system to prevent the idle land formed suggestions and supervisival system,improving policies and regulations,reforming the land managemental mode,standardize the behavior of local governments to solve currently plagued departments of land and resources that the idle land"difficult,difficult of disposal,recycling difficulty"thoroughly changing the status.In order to eliminate the idle land disposal,regulating the land waste phenomena of land to use right of land use behavior,improving the level of the economical and intensive utilization of land and solve the current land resources utilization of land,constraining bottleneck to realize sustainable development.
