Land policy in macro-control is an important decision established by the central government based on the situation of our country. Since the reform and opening-up, China’s economy has continued rising, people’s living standards have markedly improved, also enhanced the international status. But in recent years, China’s macroeconomic situation has changed, with the optimization and upgrading of economic structure, economic growth has slowed from elements drive, investment-driven to innovation-driven, especially under the new situation needs the effective collocation of macro-control system and operation. Due to the limited effect of traditional regulation policy, they can’t completely realize the ideal goal of macro economic regulation, and land resources and incomparable spatial properties with other control objects, so the land policy is brought to more widely attention. Clarify land elements involved in the operation of the macroeconomic regulation and control mechanism, explores the linkage of the macro-control policies of land policy and the traditional process, to ensure the rationality of land policy, and provide effective for the problems in land control solution.In this paper, the main section is divided into six parts:the first part, through summarizing the existing research results at home and abroad literature, explore the imperfections in the theory of land policy participating in macro-control, determine the land policy in macro-control mechanism research article ideas, outstanding land space vector function and economic aggregation, diffusion, and the relationship between the economic growth; The second part, through the theory on factors of production, economic growth theory, the macro-control theory and the spatial economics theory lay theoretical foundation for the research content; The third part, based on the spatial dimensions determine the objective necessity of unbalanced regional economic development, through the comparative analysis method, this article points out the insufficiencies of the traditional macroeconomic theory leads to the necessity of land policy macro-control, and proposed new macro-control targets and content; The fourth part, using system analysis method, the overall grasp the land policy function elements and spatial carrier and contact and influence in all aspects of the macroeconomic, leads into the land policy of macro regulation and control model of variable selection; The fifth part, using empirical analysis method to establish the land policy under the curve based on interest rates and national income levels, study the mechanism of slope movement and change, and incorporated into the model, it is concluded that combine elements from land influence factor of the new model of the macro-control theory, through the analysis of the moving curve of land policy and fiscal policy, monetary policy linkage mechanism; The sixth part, emphasizes the cooperation between macro-control policy, to meet the demand of regional development in our economic construction, development priority zones based on the type, put forward the suitable land regulation policy aiming at the reality of the problems existing in the current land macro-control creatively puts forward has strong pertinence and realistic significance of policy tools: establishing the land bank and local branches, to set up the communication between the central government and local government land transfer payment system and on the basis of land price dynamic levy a tax on land tenure, etc., help to promote rational allocation of land resources, make land revenue channels of revenue and expenditure to realize openness and transparency, the realization of the aim of improve land utilization rate and reduce the idle land.
