As a typical resources region, Shanxi province is the main energy-supplybase of china, and the regional economy is mainly functioned by coal industry,too. For a long time, the economy development of Shanxi province and even thewhole china excessively depend on the resources mining like coal, and lack ofscientific and rational development pattern as guide. And this is now the reasonof social-economy contradiction and environment damage problem whichShanxi province is experiencing, like the simplification of industry structure,horrible resources waste, serious damage of ego system and lots of productionaccidents. Since the12th Five-Year Plan, the Shanxi provincial Party committee&the provincial government brought up new strategic goals and strategic wayswhich are build up a new Shanxi with transformation spanning development,multiple development based on coal industry, and take safe, effective, greencoal production as strategic mission. Those also raise the new target and goal ofShanxi coal enterprises and their development. And the12th Five-Year Planclearly put ecological-civilization-construction high as national strategy. In theyear of2010, by the launch of Shanxi Province national resource-basedeconomy transformation comprehensive supporting reform pilot area, itbecomes an inevitable trend that the coal enterprises to develop non-coalbusiness based on recycling economy, low carbon economy, knowledgeeconomy and ecological economy. This article is focused on middle to big size coal enterprises and theirnon-coal business in Shanxi province, and under the guidance of ShanxiProvince national resource-based economy transformation comprehensivesupporting reform pilot area development principle, rely on strategicmanagement theory, diversification theory, use strategic analysis methods likethe IFE-EFE matrix, SWOT matrix and QSPM matrix to analyze the internaland external environment, the formulation of strategic plans and the choice ofstrategic mode systematically.Here under is the main line of this research: firstly, to analyze the currentcondition of non-coal strategy of Shanxi coal enterprise, to clarify the mainproblem. Secondly, systematically analyze the development environment ofnon-coal industry from the angle of macroeconomic environment, the industryenvironment and the internal environment, use IFE-EFE internal and externalanalysis matrix to analyze the internal and external environment. Thirdly, toraise up the principles of Shanxi non-coal transformation development strategyaccording to the reality demands of Shanxi resource-based economytransformation and the perspective of sustainable development. On the fourthpart, to use the SWOT matrix to analysis and identify the internal advantage, theinternal disadvantage, external opportunity, external threat, and combine theresults of IFE-EFE matrix with SWOT matrix in order to match thedevelopment strategy modes to each situation. And the fifth part is about thecombine of QSPM matrix and IFE-EFE matrix, in order to judge every possiblechoice, and confirm the final choice of middle-big size of coal enterprise inShanxi province is the related diversification and energy conservation andemission reduction development strategy mode. Finally, to raise up the thinkingabout non-coal strategy implement and give advices, based on the internalstructure and operation system improvement. The difficult and innovation part of this article are those three below: howto guarantee the facts to be objective, full-scale and accurate when comes to theIFE-EFE matrix; the formulation of non-coal strategy and its match; andaccuracy of scores and weights of each facts.To conclude, the situation of Shanxi middle to big size coal enterprise isopportunity overwhelming threats from outside and strength overwhelmingweakness from inside, but only of a little, meaning we still facing and serioussituation; and comparatively, to use the low-coal economy developmentstrategy is the best way to maximize their own interests for coal enterprises.
