With the economy developing, the environment polution has beeneven worse, such as the frequent occurrence of natural disasters andthe global warming, the environment polution has caused great lossof property and personal injuries, which has made people realise theseriousness of the polution and the urgency of polution prevention.Thus the first step is to learn the influential factors of the polution toreduce and restrain it from the source. Recently there are manyresearches on the environment polution, and the wild range ofpolution and the various factors have been well known. Based on thethe chosen effective influential factors confirmed by the previousresearchers, the paper has added the variables of the interregionaltrade and the investment, aiming at studying the relationship amongthe interregional trade, the investment promotion and the polution ineach province in central and western regions (taking carbon emissionas the index of polution), so as to seek the effect of the interregionaltrade and investment promotion on the carbon emission in theseregions.Through to the massive literature research, this paper expounds the present situation of research on the structure of theenvironmental problem and its influence factors, and put forwardthat the interregional trade and investment are the driving factors inthe theoretical analysis, and make relevant assumptions. Theselected variables were that in the area at the end of the totalpopulation respectively as a measure of the size of the population, percapita income respectively as the level of economic development, theunit GDP carbon emissions respectively as energy intensity, andthis paper makes comparative analysis and a series of measures, inthe comprehensive the results of previous studies and practicalconsiderations, the final selection of the national railwayadministrative regional goods flow as the interregional trade index.the variable selection of the investment is on the basis of previousstudies, using the total investment in fixed assets. The order ofmagnitude or units of the selected variables are different, and theprominent change of individual variables, so as to avoid the datadifferences, the data were given corresponding treatment toeliminate variables heteroskedasticity and multicollinearity as muchas possible.We select the model STIRPAT and improve it, the selecteddata shuld be taken the panel data model selection test, Hersman test,unit root test, cointegration test, variance test, after the teststhrough, we have the regression.The results reflect the positive correlation of the scale ofpopulation and per capita national income and energy intensity in theeffective factors affecting the carbon emission in central and westernregions, and the comlpex relationship of the interregional trade andinvestment and the the carbon emission. There exists a positive correlation between carbon emissions and investment in sixprovinces of the central regions and some western provinces, butnegative correlation between carbon emission and investmentpromotion in other provinces of the western regions. While in thecentral and western regions, the interregional trade has generallyplayed the inhibitory effect of the carbon emission, but in terms ofsome specific provinces interregional trade has positive correlationeffect on carbon emissions. Coincident with increasingly seriousenvironment pollution, China, along with rapid economic growth,facing the constraint of the low carbon economy development andbeing in the critical period of industry transformation, should ensurebetter and faster development of the environment and economy,Therefore in the process of interregional trade exchange andinvestment, comprehensive consideration is needed. We should notonly take figures of economic growth as the first goal, but makecoordinated development of the economic growth and theenvironment.Regarding the investment, industry transfermation andinterregional trade, local government officials should keep a clearhead, develop scientific measures, strengthen supervision andimprove the environmental rules and regulations, so as to make thelocal economy develop much faster and better.
